- Presolicitation Notice GENERAL IFB SET-ASIDE BUILDING 112 SOFFIT REPAIR AND REPLACEMENT NAICS: 236220 - Commercial and Institutional Building Construction The 189AW Little Rock AFB, AR intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for B112 Soffit Repair and Replacement. The requirements of this project are to remove and replace the existing exterior insulation finishing system (EIFS), damaged metal framing, metal soffit panels and trim, soffit mounted can light fixtures, and pre-formed metal gutters and downspouts. The contractor shall be responsible for all work necessary to remove and properly dispose of all existing materials and furnish and install all new materials as described in the drawings and specification by SCM Architects, dated 1 November 2024, entitled �Building 112 Soffit Repair and Replacement.� This project must result in a complete, and fully functional repair that meets all requirements in the statement of work, architect�s drawings and specifications, and all applicable codes. Options will be included for removal and replacement of an additional 100 lineal feet of metal stud soffit framing, and exercised dependent on project needs. The contract duration is 180 days after notice to proceed. This project is set aside 100% for Small Businesses. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $45,000,000. The magnitude of construction is between $100,000 and $250,000. Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states �By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor�s 85 percent subcontract amount that cannot be exceeded�. The tentative date for issuing the solicitation is on-or-about 11 June 2025. The tentative date for the pre-bid conference is on-or-about 26 June 2025, 09:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. Interested parties who wish to attend the site visit and do not have base access shall email their full name, date of birth, Driver�s License number and Driver�s License State of issuance to ryan.bernaiche@us.af.mil. Hold all questions for the pre-bid conference. The bid opening date is scheduled for on-or about 24 July 2025. Actual dates and times will be identified in the solicitation. The solicitation and associated information and the plans and specifications will be available only from the Contract Opportunities page at SAM.gov In accordance with FAR 36.211(b), the following information is provided: (1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements. In addition to a base work described above, the solicitation will include the following option line items: 1. Option 1 CLIN Description -� Removal and replacement of an additional 100 lineal feet of metal stud soffit framing; 2. Option 2 CLIN Description-� Removal and replacement of an additional 100 lineal feet of metal stud soffit framing; 3. Option 3 CLIN Description- � Removal and replacement of an additional 100 lineal feet of metal stud soffit framing; 4. Option 4 CLIN Description- � Removal and replacement of an additional 100 lineal feet of metal stud soffit framing; 5. Option 5 CLIN Description- � Removal and replacement of an additional 100 lineal feet of metal stud soffit framing. THIS IS A SHORT OF AWARD CONTRACT ACTION. FAR 52.232-18.
