- STATEMENT OF WORK (SOW) ROBERT J DOLE VAMC VETERANS HEALTH ADMINISTRATION *ALL ITEMS HEREIN THAT MENTION BRAND NAME PRODUCTS MAY BE SUBSTITUTED FOR A LIKE OR SIMILAR ITEM* 1. INTRODUCTION This solicitation is to provide the Veterans Health Administration, Robert J. Dole VA with one (1) Infrared Oven and (1) Stand Alone Vacuum forming station for use in the Robert J Dole VAMC Prosthetics Laboratory. This Infrared oven is needed to be able to heat plastics to fabricate prosthetic limp components for Veterans receiving prosthetic services. The stand alone vacuum forming station is used to manipulate the heated plastic around a form to create the test socket for artificial limbs. 2. BACKGROUND The Wichita VAMC currently uses a HIX CORP Infrared Oven to heat plastics in order to form prosthetic limb components for test sockets. The current oven was acquired in 1983, is beyond it�s current life cycle, and due for replacement. The new oven will provide the prosthetist with updated features to allow for more efficient heating and increasing safety to clinician with rotating cart feature not on current oven. The new oven will allow our Prosthetist to create test sockets efficiently, reducing heating time up to 10 minutes per socket, as well as reducing energy consumption. The sensor on the new oven will measure material sag and alert clinician that material is ready to be formed, reducing opportunity for human error regarding time management with multitasking. The mobile cart facilitated switching between the Teflon covered work surface and vacuum forming frame quickly saving space and reducing potential for harm (clinician does not have to carry hot plastic to new station). The Wichita VAMC currently uses a Plastic Forms Press from General Electric that is primarily used for test sockets and short run production, employing three thermos forming methods, mechanical stretch forming, blow forming, and vacuum forming. This Plastic Forms Press Model: 0552V103G18DX was purchased 05/16/1983 with a replacement date of 05/16/1998. The new forms press will allow our Prosthetist to create test sockets for artificial limbs versus outsourcing to a fabrication vendor. This is a prosthetic lab requirement for artificial limb production. 3. SCOPE OF WORK The contractor shall furnish and deliver IR Oven Turn W. Sensor (701E40=S � US) within 8 weeks from purchase. Contractor shall provide standard 2 year warranty from date of delivery. The contractor shall furnish and deliver the Vacuum Form Press (755T6=2) within 8 weeks from purchase. Contractor shall provide standard 2 year warranty from date of delivery. 4. TECHNICAL REQUIREMENTS A. Salient Features for 701E40=S � US Infrared oven with rotatable material cart and sensor. Sensor for exact measurement of the material sag depth with acoustic and optical signal. Mobile material cart with rotation function facilitations switching between Teflon-covered work surface and vacuum forming frame quickly and saves space State-of-the-art infrared quartz tubes with single reflectors ensure an even heating. Optical temperature sensor permits continuous monitoring of the material surface temperature. Simple operation via a central element with temperature setpoint entry and timer function. Storage function for user-defined heating processes Graphical progress indicator for monitoring. Heat insulated housing, enclosed on all sides Space saving sliding door. Stainless steel front panel with 3 viewing windows. B. Salient Features for 755T6=2 Vacuum forming workstation with integrated pump SAV 550. 1. Compact, space saving 2. Integrated vacuum pump 3. Foot switch to control vacuum 4.Vacuum filter to trap dust and other small particles and thus reduce the risk of operating failures 5. Stable steel construction 6. delivery rate: 100l/min or 6m3/h 7. Vacuum pipe with exchangeable vacuum forming plate (on both sides) C. Technical Requirements IR Oven Equipment: Opto-electric Infrared Oven measuring head for measuring the surface temperature. PID controller, temperature continuously adjustable from 30 C to 250 C. Temperature indicator with setpoint and actual value and programmable timer function. SPS controller with touch panel. Material Cart: With rotation function for switching between sheet materials and vacuum formed sockets. Mobile with 4 castors with brakes. Usable area on material cart W x D 1,260 mm x 1,040 mm. Working Height 1,080 mm. Dimensions W x D x H: 1,600 mm x 1,270 mm x 1,430 mm Material: Steel, stainless steel Electrical Connection: 3 x 400 V N/PE/50-60Hz/8.5 kW Power cord: 4 m power cord with CEE plug 5 x 16 A and CEE socket 5 x 18A Infrared heating element: Panel heating via 18 infrared quartz tubes with single reflectors ensures the material is heated evenly. D. Technical Requirements Vacuum Forming Station 1. Integrated vacuum pump, foot switch to regulate the vacuum, upper vacuum forming tube folds 90�, tool shelf, vacuum filter (to trap dust and other small particles � reduces the risk of operating failures and pump downtime), tank volume 15l, max. negative pressure -0.8 bar 2x vacuum pipe with four exchangeable vacuum forming plates (2x diameter 230 mm and 2x diameter 330 mm). 2.
