Description
The National Park Service, Region 2, South Atlantic Gulf, intends to award a Firm Fixed price contract for A/E design services to complete a Historic Structure Report (HSR) for the Visitor Center (VC) / Administration Building in Chickamauga Chattanooga, (CHCH) National Military Park. The project will provide park management with an assessment of the character-defining features of the historic building, provide updated period of significance, and will develop specific treatment recommendations, to ensure preservation of this significant resource. The CHCH / VC historic fabric is contributing structure within the park�s enabling legislation. The park would like to restore and rehabilitate the VC and explore various ways in which to utilize this building. This requirement is being procured in accordance with FAR Part 6.302-1, only one responsible source. The determination to select Williamson Landscape Architects for the services is based on logical follow-on of the Determination of Eligibility (DOE) for the National Register of Historic Places and the Cultural Landscape Report (CLR) for CHCH. It will benefit and be a cost savings to the government to contract the WLA team because of their prior knowledge of this structure and site, as well as their expertise in historic construction. The existing DOE and CLR were already accomplished by the contractor have been accomplished. The HSR will require continued research which is a logical follow-on of existing work already accomplished. Additionally, it is in the best interest of the Government to stay with the original contractor to decrease potential costs on the overall project by saving on unnecessary manpower for re-accomplishing research that was already accomplished. It is the only source that can provide the services required for this completion of this project. NAICS Code: 541330, Engineering Services, Standard business size is $25.5M. The National Park Service is presently using SAM/FBO to issue synopsis for Notice of Intent to Award Sole Source Justifications and Sources Sought. The synopsis may be viewed online at: https://beta.sam.gov. FBO will be the only means of obtaining the amendments and will be able to receive electronic notification of solicitations and awards. CAUTION: This synopsis will be issued electronically as will any amendments. The Government is under no obligation to maintain a bidder's list. It is incumbent for any interested parties to obtain any amendments which may be issued. A solicitation will not be released for this requirement. This will be a notice of intent to award on a sole source basis to WLA.
