Description
The US Section International Boundary and Water Commission (USIBWC), Acquisition Division, located at 4191 North Mesa Street, El Paso, TX 79902 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government�s intent to execute a Sole Source Award under FAR Part 13 � Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 � Simplified Procedures for Certain Commercial Items. The intended Contractor is PDV ENGINEERING LLC located at 8725 Ariva CT APT 602 San Diego, California 92123-2462, United States. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart 13.106-1(b)(1)(i), which allows the Contracting Officer (CO) to solicit from one source due to unusual and compelling urgency. There is an unusual and compelling urgency at the USIBWC Nogales Wastewater Treatment Plant (WWTP) to address immediate Supervisory Control and Data Acquisition (SCADA) system issues. Only one source with prior experience and specific knowledge of these systems was found that already has personnel with the required Tier 4 suitability background investigation, the certifications, and knowledge of how the primary SCADA systems were originally set up and configured. They have resources ready to deploy and are knowledgeable of the type of hardware and software upgrades necessary at both SCADA sites. The North American Industry Classification System (NAICS) for this requirement is, 541511 � Custom Computer Programming Services with a Product of Service Code of J070 � Maintenance, Repair and Rebuilding equipment � ADP Software. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made based on unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. All inquiries and concerns must be addressed in writing via e-mail to Suzette Smith at suzette.smith@ibwc.gov with the following information referenced in the subject line, Request for Proposal (RFP) FY251221102 � (Nogales Scada). A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested parties who are responsible, capable may identify their interest and may submit an offer or quotation which shall be considered by the agency no later than 2:00 PM Mountain Standard Time (MST) on July 1, 2025 to Suzette Smith at suzette.smith@ibwc.gov. The interested parties bear full responsibility to ensure complete transmission and timely receipt. SOW Synopsis The U.S. Section of the International Boundary and Water Commission (USIBWC) intends to procure specialized support services to maintain and upgrade the Supervisory Control and Data Acquisition (SCADA) systems at the Nogales International Wastewater Treatment Plant (NIWTP). The SCADA system is designated as a High Value Asset (HVA) and is critical to wastewater treatment operations and environmental compliance at the U.S.-Mexico border. This acquisition will provide a comprehensive, managed maintenance solution that includes software/firmware upgrades, patching, emergency repair, cybersecurity vulnerability assessments, backup management, and on-call incident response. The contractor must have demonstrated experience with Rockwell Automation, Inductive Automation�s Ignition software, VMware, Cisco networking, and wastewater SCADA systems. Personnel must hold Tier 4 background investigations and relevant professional certifications (e.g., CCNA, VMware, Ignition Gold). The contractor will be required to create system documentation, perform vulnerability remediation in accordance with NIST 800-53 standards, maintain security configurations, and assist in achieving and maintaining the system's Authority to Operate (ATO). Services also include operator training, development of updated HMI screens, and technical consultation for future SCADA integration and expansion. The period of performance is 90 days with potential for renewal. This procurement is intended to be awarded as a firm-fixed-price (FFP) contract.
