DESCRIPTION OF REQUIREMENT: Portland District is seeking a Contractor to fabricate and deliver of a stainless-steel Passive Integrated Transponder (PIT) detection Ice and Trash Sluiceway (ITS) shield at Bonneville Dam in accordance with provided plans and specifications. Contract will be awarded through standalone firm fixed price supply contract. 2. Project Background The ITS serves as a surface flow route at Powerhouse 1. It provides a safe route of passage for migrating salmonids by reducing turbine passage. This effort will fabricate the metal housing for the PIT detection antenna to be installed by the Government once delivered. The shield will be installed by the Government atop an existing gate in Spillway 1B of the Bonneville Ice and Trash Sluiceway and serve both as a protective housing for PIT antennas and as a structural component maintaining the required hydraulic flow pattern. The stainless-steel shield is a critical component designed to withstand significant debris impacts and ensure the long-term functionality of the PIT detection system. This project is part of ongoing efforts to enhance juvenile salmonid tracking and research under the Endangered Species Act (ESA) and aligns with USACE�s mission to improve fish passage monitoring and data collection. 3. Project Scope. This contract covers the fabrication, quality control, and delivery of the stainless-steel PIT tag shield. The contractor will be responsible for: Fabrication of the stainless-steel shield in accordance with the specifications outlined in the attached mechanical drawings and Bonneville PIT Tag Detection Project documentation. Compliance with material and welding standards as defined by ASTM A240/A240M, AWS D1.6/D1.6M, and additional requirements specified by the U.S. Army Corps of Engineers (USACE) (see attached). Quality assurance and inspection protocols, including submittal of shop drawings, welding procedure specifications (WPS), weld tracking logs and other documents as required (see attached) Delivery of the completed shield to Bonneville Dam by Mar 15, 2026. The contractor is responsible for transportation and delivery to Bonneville Dam (see below). Coordination with USACE and Pacific States Marine Fisheries Commission (PSMFC) regarding inspection and certification, ensuring compliance with all applicable structural and safety standards as outlined in the attachments. Additional considerations: a. Anticipated Schedule: CENWP intends to advertise in July or August of 2025 and award a Supply Contract in September 2025 with required delivery date by 15 March 2026. b. Estimated Construction Cost (ECC): The current magnitude of fabrication and delivery is to be estimated upon completion of this Sources Sought. Reference FAR 36.204 Disclosure of Magnitude and DFARS 236.204 Disclosure of Magnitude. c. Number and Type of Contracts: NWP contemplates awarding one firm-fixed-price supply contract. The acquisition strategy decision has not yet been determined. Maximum Small business participation is being sought at both the Prime and subcontracting levels. d. Anticipated Source Selection Process: The expected method to determine the best value to the government is undecided at this time. 4. Project Specific Constraints and Challenges: Fabrication and delivery must be completed by 15 March 2026.
