Description
NOTICE OF INTENT TO SOLE SOURCE Repair of Two Bruker XFlash 6/60 X-Ray Detectors Announcement Type: Special Notice Announcement Number: NIST-NOI-25-6402369 Subject: Repair of Two Bruker XFlash 6/60 X-Ray Detectors Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with the Bruker AXS LLC, UEI: FSZEBNCHN7E6, located at 5465 E. Cheryl Parkway, Fitchburg, Wisconsin, 53711-5373. The purchase order will be for repair of two XFlash 6/60 x-ray detectors. The period of performance will be eight weeks from contractor receipt of equipment for repair. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 811210 � Electronic and Precision Equipment Repair and Maintenance with a size standard of $34 Million. Description NIST requires repair of two Bruker AXS LLC XFlash 6/60 Detectors. The Contractor shall perform the following: The Contractor shall inspect and repair the two XFlash detectors and the associated signal processing box. Repair, including any associated maintenance and calibration, shall be accomplished by original equipment manufacturer trained personnel who are fluent in the operation of the covered equipment. The Contractor shall provide all equipment, parts, and labor required to perform the repairs at their facility. All parts shall be approved for use by the original equipment manufacturer. he Contractor shall only employ tools, instruments, software, test apparatus, methodologies, techniques, and practices approved for use with the instrument by the manufacturer. The service protocols and instrument specifications shall be adhered to at all times. The Contractor shall demonstrate by electronic or hardcopy report that the repaired detectors perform to the specifications defined when they were originally purchased by NIST in 2016. Sole Source Determination The sole source determination is based on the following: The NIST Materials and Measurement Science Division owns and operates two identical Bruker AXS LLC model XFLash 6/60 x-ray detectors. Recently, the XFLash detectors both stopped working correctly and troubleshooting determined that there are failures inside each detector that require return to the factory for repair and refurbishment. The XFLash 6/60 x-ray detectors are proprietary to their original equipment manufacturer, Bruker AXS LLC. This company does not authorize any other parties to repair its products. Bruker AXS LLC is the only responsible source with the proprietary expertise and expertise to disassemble and repair the equipment then to return to NIST a fully operational system. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Ms. Lauren Roller, Contract Specialist, at Lauren.Roller@nist.gov. All responses to this notice of intent must be submitted via email to Lauren.Roller@nist.gov so that they are received no later than July 29, 2025 at 11:00 AM Eastern Time.
