Description
Correct Flooring Issues Urgent Care and Building 59A The Coatesville Veterans Affairs Medical Center (CVAMC), 1400 Blackhorse Hill Road, Coatesville, PA intends to issue a solicitation for Correct Flooring Issues Urgent Care and Building 59A. The contractor must provide all labor, supplies, transportation, supervision, and equipment necessary to replace the flooring in the Urgent Care waiting room, repair three (3) identified areas in urgent care treatment are, and repair five (5) identified areas in building 59A. Work to include but not limited to ICRA barriers removal of existing flooring, grinding/ removal of the sub flooring, pour new sub flooring, new flooring installation, adhesives, caulking, transitions between other floors, and final cleanup of the space. The contractor shall be responsible for the removal and reinstallation of any desks or counters required to complete the flooring work in the space. The period of performance for this project shall be ninety (90) days from contract award. Contractor must complete all physical work in the Urgent Care waiting room space within ten (10) days of gaining access to the work area. Contractor must complete all work within building 59A space within four (4) days of gaining access to the space. All floor removal, grinding, pouring of concrete must be performed after normal business hours or over a weekend. The Urgent Care space will remain in operation, only the waiting room will be closed for the performance of this work. Final work schedule to be negotiated between the COR, Unit Manager, and Contractor. Scope of Work: Contractor to field verify existing conditions and verify size, and materials to be used. The contractor must submit a work schedule for each space within five (5) days of contract award to the COR for approval and coordination with unit managers at least three (3) weeks in advance of work to be performed. The contractor must install ICRA barriers between Urgent Care space and waiting room and provide negative air unit to maintain negative pressure in the workspace for the duration of the work. Contractor must remove all vinyl plank flooring and cove base in the urgent care waiting area. Contractor must remove/ grind the sub floor to concrete pad in Urgent Care space. Contractor shall pour new subfloor to level with adjoining floors. Contractor must supply and install new heat welded seam sheet flooring with integral cove base per VA specification 09 65 16 Resilient Sheet Flooring. ASTM F1516; Type II vinyl with backing. Provide maximum size sheet produced by manufacturer to minimize joints. Work to include but not limited to cove base, termination strips, transitions, adhesives, sealants, welding rods, fillet strips, cap strips, and anything required to install a complete floor meeting manufactures warranty requirement. Contractor must install new flooring flush with adjacent floor finishes. Flooring Samples must be submitted to the COR for approval prior to purchase and installation. Contractor shall repair the welded seam flooring in the Urgent Care treatment room in three (3) locations. Contractor shall match new flooring in this space to existing flooring. Work to include but not limited to flooring, cove base, termination strips, transitions, adhesives, sealants, welding rods, fillet strips, cap strips, patching/ leveling of sub floor, ICRA, and clean up. Contractor must perform the repairs in the Urgent Care treatment area independently. Only one repair can be made at a time as the Urgent Care will remain open during the repairs. All work to be performed in treatment area shall be performed after hours or over a weekend. Access to this area must be coordinated between contractor and COR. Contractor shall remove flooring in five (5) identified areas in building 59A and patch holes in subfloor. Holes through flooring must be secured from below using attaching sheet metal to the bottom of the concrete decking and filling hole with contract. Contractor is responsible for all patching and leveling. Contractor shall repair five (5) areas of welded seam flooring in building 59a. Flooring and welding rods to be supplied by the VA. Contractor must provide the VA escort with a list of tools taken into the space. This list must be checked and verified that the tools are removed when the space is departed. No tools or materials can be left unattended within the space. No work is to be performed in the space without the VA escort. Final work schedule to be coordinated with the VA COR. Building 59A is a lock down mental health ward and the contractor may need to adjust schedule due to patient care needs or high traffic times. Contractor shall be responsible for site cleanup and all removal of all debris. If a dumpster is used, it must be fenced in or covered and secured. Location to dumpster to be determined by the COR. Contractor must ensure that that all work areas are secure at the end of every shift and no tools or materials will be stored outside of the work area. Work areas must be clean at the end of every shift. This acquisition is being issued in accordance with FAR Part 14 Sealed Bidding. In accordance with FAR Part 36.204, the magnitude of this construction project is� Between $25,000 and $100,000. The maximum time for completion of this project work is ninety (90) calendar days after receipt of the Notice to Proceed. The Solicitation documents and drawings will be available for download from the website https://www.sam.gov on or about August 7, 2025. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Bidders shall be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the bidders mailing list at https://www.sam.gov, ""Interested Vendor List"". Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. This solicitation is to be issued as a 100% Set-Aside Service-Disabled Veteran Owned Small Business (SDVOSB). The bidder shall be small business under relevant North American Industrial Classification Standard (NAICS) code and shall be registered and current in the following websites: www.sam.gov and www.vetbiz.gov. Bidders shall ensure registrations in these websites are not expired and are correct, current, and valid. The NAICS code for this project is 236220 and the small business size standard $45 Million. The only pre-bid Site Visit will be held on or about August 8, 2025. The exact date/time/location of the Site Visit will be specified in the solicitation. The solicitation documents will be posted at the SAM.gov website (http://www.sam.gov) on or about August 7, 2025. Note: All prospective bidders shall be registered and certified in VETCERT as a Certified SDVOSB in order to be considered for award (Class Deviation VAAR 804.1102 VIP Database).
