- PREPARING AND SUBMITTING QUOTE: Response is encouraged to include past performance information: other military, commercial, and civilian companies with whom you have done business. Include country of manufacture for all items. Include feasible delivery dates. All questions and quotes must be directed to above point of contact. Questions asked within 1 week of solicitation close will be answered at the discretion of the Contracting Office. Emailed quotes are preferred. Late quotes may be rejected at the Contracting Officer's discretion. Please make quotes good until 30 September 2025. This project is on the Army National Guard priority list and funds will be provided for award (1) proposal/bids are within 15% of the Independent Government Estimate (IGE); and (2) funds are made available to the organization as anticipated. This statement is not a commitment of funds. This requirement falls under one of the following exceptions, allowing the contracting process (up to point of award) to commence prior to funding availability. High priority requirement when there is a high probability that the requirement will not be cancelled. AFARS 5132.702(a)(ii). EVALUATION: The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated using price, technical, and past performance, all being considered equal. All solicitation specifications are not absolute, and the Minnesota Army and Air National Guard will consider innovative solutions to this requirement. THE GOVERNMENT INTENDS TO ISSUE ONE (1) CONTRACT BUT RESERVES THE RIGHT TO CONSIDER PARTIAL OR MULTIPLE AWARDS. At the time of evaluation of your quote/bid/proposal, your company must have an active status in SAM.gov. Requirements DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is being issued as REQUEST FOR QUOTE and constitutes the only solicitation; quotes are being requested. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular, FAC 2025-04.
