- This is a notice of intent to issue sole source modifications to existing task orders, and is not a request for competitive quotes/proposals. The statutory authority for these actions is 10 United States Code (U.S.C.) 3204(a)(1) as implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Services Will Satisfy Agency Requirements. The Defense Threat Reduction Agency (DTRA) intends to issue one year (three 4-month option periods), Cost Plus Fixed Fee (CPFF) sole source modifications to Applied Research Associates Inc. (ARA) under seven existing task orders. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete these actions based upon responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before the specified response date and time by sending an email to megan.e.faherty.civ@mail.mil. Description of efforts: HDTRA119F0005 - Countering Weapons of Mass Destruction (CWMD) Analysis and Planning Tools The Defense Threat Reduction Agency (DTRA) assists in protecting the US and its allies from Chemical, Biological, Radiological, Nuclear, and High Explosives (CBRNE) threats. An important part of this assistance is provided through development of counterforce and defensive planning capabilities. These capabilities are delivered to the warfighters through analytical models and software tools such as operational mission planning tools, target characterizations tools, and force protection modeling. This effort is to design, develop, integrate, test, and deliver new capabilities and advances to existing capabilities in the associated analytical models and software tools. HDTRA119F0026 RD-CXC Systems Engineering and Integration (SE&I) Support The RD-CXC SE&I Support Task Order provides Combatant Commanders improved offensive capabilities to Counter Weapons of Mass Destruction (CWMD) in two specialized activities, Weapons of Mass Destruction (WMD) Defeat and WMD Pathway Defeat across the competition continuum. This continuum is the environment under which we conduct the range of military operations as defined by JP3-40. HDTRA119F0054 Nuclear Detection Human Survivability Modeling (NDHSM) This effort is to develop, validate, implement, and employ Nuclear Detection Human Survivability Modeling (NDHSM) tools that: 1) address nuclear weapon environments, especially the nuclear battlefield and urban settings, 2) support mechanistic and physiological casualty models to predict military and civilian patient outcomes, and 3) support Combatant Commander targeting, consequence assessment, medical planning, and combat effectiveness applications. Validation efforts may include peer review, code comparison, experiments, and hardware simulations. HDTRA121F0040 Countering Weapons of Mass Destruction (CWMD) Research and Development (R&D) Advanced Information Experimentation The CWMD R&D Advanced Information Experimentation Task Order provides new innovation methodologies in linking Weapons of Mass Destruction (WMD) systems and pathways along with new countering WMD approaches. HDTRA122F0012 Nuclear Survivability Analysis Support (NSAS) This Task Order provides vulnerability analysis, capability assessments, capability survivability analysis, impact analysis, and recommendations to recover and mitigate vulnerabilities. Participate in a collaborative environment; submit preliminary results for collaborative review; review other collaborators� submissions; respond to collaborators. Analyze the nuclear survivability of existing or planned capabilities, weapons systems, mission-critical systems (MCS), and the supporting infrastructure in nuclear environments and provide rapid analysis in response to a time-critical need. HDTRA123F0015 Electromagnetic Reliability and Effects Prediction (EMREP) V Program The EMREP V Program Task Order provides unhardened electromagnetic pulse (EMP) testing in support of electromagnetic reliability and effects prediction development, updated and improved toolkit, and provides user training to the warfighter. This Task Order is to further develop the EMREP Tool in order to provide a capability to predict the effects of hostile electromagnetic (EM) environments on systems. The predictive capability shall address the full range of uncertainties in the EM effects prediction chain, through a combination of software improvements and the testing of unhardened systems to obtain new test data. HDTRA123F0031 Nuclear Groundshock The Nuclear Groundshock Task Order will maintain and improve nuclear cratering and groundshock modeling and simulation (M&S) capabilities. This project will enhance the accuracy and fidelity of source modeling to better represent event-specific characteristics, leading to more reliable predictions of ground effects. This improved modeling capability will contribute to a better understanding of these complex phenomena in ground effects and inform strategies for mitigation and response.
