Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE TO INCREASE THE NUMBER OF INSTUCTOR/OPERTORS. This synopsis is hereby issued in accordance with FAR Part 5.203, to announce the Governments intent to increase the number of Instructor/Operators (I/Os) on a non-competitive basis to Phenix Logistics LLC (CAGE 0SCJ7) for the Training Instructor/ Operator Support Services (TRIOSS) effort. This is a notice of intent to award a sole source increase in scope under statutory authority 10 U.S.C. 2304(c)(1) and 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) and Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contemplated sole source increase will include a 5-month Option Period 3 and one 6-month Option Period 4, ensuring the Army can meet its credentialed Instructors and Instructor/Operator support services for the Medical Simulation Training Centers. The requirements facilitate Combat Medics enhancing their skills and honing their tactics, techniques and procedures, Military Occupation Specialties (MOS) proficiency and skills to complete their wartime mission. Services performed under this sole source action will include non-personal services of the following I/Os by location as defined in the associated Performance Work Statement (PWS), dated 9 April 2024: Location/Number of Instructor/Operators Fort Bragg, NC / 5 Camp Williams, UT / 5 Papago Park Military Reservation, AZ / 5 Total 15 The contractor shall provide all personnel, manage Government equipment, supplies, facilities, materials, supervision, and other items and non-personal services necessary to support the operation of the TRIOSS services as defined in the attached PWS dated 9 April 2024. No other contractor is in the position to assemble a large diverse team to provide credentialed Instructor/Operator support services for the Medical Simulation Training Centers. Award to anyone other than the current contractor (Phoenix Logistics, LLC) would result in a significant break in service and unacceptable delays in fulling the agencys needs and requirements. The award of this limited addition of I/Os will ensure ample time for the Government team to resolve the ongoing protests of the MIOSS Follow-on effort and begin services of the follow-on contract. This is not a request for competitive proposals. The Government intends to negotiate solely under statutory authority 10 U.S.C. 2304(c)(1) set forth in Federal Acquisition Regulation (FAR) 6.302-1(a)(2). However, if there are any interested firms in this requirement, then the companies are required to identify their interest and capability to respond to the requirement no later than the Response Date/Time indicated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please respond by Response Date/Time indicated above. Your response must include your stated TECHNICAL KNOWLEDGE OF AND EXPERIENCE having delivered medical skills training in a simulated environment and information to demonstrate the Contractors ability to complete Phase-In activities and commence full performance by 28 August 2025. Send your response to the Contacting Officer, Ms. Erica N. Numa, via email at erica.n.numa.civ@army.mil with a courtesy copy to the Contract Specialist, Mr. Guillermo J. Santiago-Sosa, via email at guillermo.j.santiagososa.civ@army.mil. All responding contractors must be registered to the System for Award Management (SAM).
