Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, open-market, firm-fixed-price (FFP) commercial contract to the Promega Corporation, (CAGE Code 0K9T4), 2800 Woods Hollow Road, Madison, Wisconsin, 53711 for three (3) CE1024 Spectrum CE Systems, 24-Capillary and a three-year Standard Service Agreement. The CE1024 Spectrum CE System, 24-Capillary is Made in the United States of America (USA). The Spectrum CE System is the only instrument with proven capability to support 8-color STR multiplexes. These 8-color systems are designed for improved performance with degraded and difficult forensic samples. The Spectrum CE Systems have also been shown to support the industry-first Paradyme STR multiplex with highly reduced stutter for significantly improved interpretation of forensic mixtures of multiple individuals. The Promega Corporation is the only vendor that offers a capillary electrophoresis instrument with an 8-dye spectral capacity. Because it uses 8-dyes, it also allows for the inclusion of smaller loci thus increasing the likelihood of recovering data from degraded samples. In addition, the Spectrum CE instrument is the only one compatible with the new reduced stutter polymerase short tandem repeat chemistries. These new chemistries allow for the generation of data with minimal to no stutter artifacts making the determination of the number of contributors to mixed DNA profiles much simpler and therefore assisting forensic examiners with the analysis of the data and interpretation of the results. The 24-Capillary system has three times the processing speed as the 8-Capillary system. This means that a plate of 96 samples can be analyzed in one third of the time, (e.g. 3 hours versus 9 hours). The CE1024 Spectrum CE System, 24-Capillary includes the instrument and accessories, computer, monitor, keyboard, mouse, cables, software, on-site installation, basic operational training, and a 12-month warranty. The warranty includes parts, labor, travel, and one preventative maintenance visit. The Promega Corporation is offering a sixty-eight percent discount on one (1) 24-Capillary instrument with the trade-in of one (1) 8-Capillary instrument. [The FBI procured the CE1008 Spectrum CE System, 8-Capillary on 19 May 2022 via Purchase Order Number 15F06722P0000508.] This proposed acquisition will include the following: CE1024 Spectrum CE System, 24-Capillary; CE1124 Spectrum Starter Kit, 24-Capillary; S3115 Spectrum Instrument Training; CE5099 Spectrum Welcome Package; CE3011 GeneMarker HID Software for Spectrum CE Systems; Shipping Charges to Quantico, Virginia; and the SA1493 Spectrum CE, 24-Capillary three-year Standard Service Agreement. This notice will be distributed solely through the General Services Administration's System for Awards Management website (https://sam.gov/). Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition. The Product Service Code (PSC) is 6640, Laboratory Equipment and Supplies. The North American Classification System (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing; and the Size Standard is 1,000 employees. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1, (Only one responsible source and no other supplies or services will satisfy agency requirements). This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and/or capabilities statement to this requirement by contacting Contracting Officer, Bryan Lane at bvlane@fbi.gov. Responses submitted utilizing other means will not be considered. Telephone requests will not be considered. Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. Vendors shall be registered in the System for Awards Management (SAM.gov) to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, UEI, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment.
