Description
RFI MSFCPS30-PROC-25002 MSFC Revitalized Pressure & Propellants �Phase 3 Marshall Space Flight Center (MSFC) is preparing to release a Design Build Request for Qualifications (RFQ) for an upcoming project to be completed at MSFC. The Government�s intent is to utilize Two-Phase Design-Build Selection Procedures (Phase 1 � Request for Qualifications / Phase 2 � RFP) with Best Value Trade-off Source Selection. This is a request for information and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. This notice is not a request for proposal; it is a market research tool being utilized to determine the availability of qualified sources and receive comments on the below scope/description prior to issuing the RFQ and RFP. No questions will be taken at this time. The Government will not pay for effort expended in responding to this request. Scope/Description: The National Aeronautics and Space Administration (NASA), Marshall Space Flight Center (MSFC), is seeking information from qualified firms capable of providing Design-Build (D-B) services for the complete design, construction, and phased replacement of central air compressor systems at Facility 4607, located on Redstone Arsenal in Huntsville, Alabama. Facility 4607 is a critical support asset for MSFC�s research and testing operations and must remain fully operational 24 hours per day, 7 days per week, throughout the duration of the project. The scope includes the replacement of five (5) high-pressure air compressors, each rated at 3,500 psi with a flow rate of 1,350 standard cubic feet per minute (SCFM), for a combined maximum flow rate of 6,750 SCFM. The scope also includes the replacement of six (6) low-pressure air compressors, each rated at 125 psi with a flow rate of 2,200 SCFM, for a combined maximum flow rate of 13,200 SCFM. The project also involves the installation of air dryers, air filtration systems, control systems, and ancillary equipment such as motor starters, variable frequency drives (VFDs), and necessary electrical components to deliver a complete, integrated, and operable system. Facility 4607 was originally constructed in 1998 and currently houses high- and low-pressure air compressors, air dryers, pumps, a control room, and restrooms. The compressors included in the project scope have exceeded their expected service life, and the existing controls are reliant on outdated systems that are no longer supported. Due to the facility's essential role, new compressors must be installed and integrated into the existing buildings in a manner that allows operations to remain uninterrupted. The new compressor systems are expected to meet or exceed the flow capacity of the existing systems. The number of compressors should be the same or fewer than current units, while ensuring that at least two compressors remain operational at all times. Similarly, the new dryers must provide equal or greater flow capacity using the same number of units as the existing configuration. All systems must be compliant with current applicable codes and standards. This project will be implemented in stages to accommodate budget constraints. The initial stage will include as much of the scope as current funding allows, with the intent to secure additional funding in future fiscal years to complete the remaining compressor replacements. All new compressors must be retrofitted to operate compatibly with the existing equipment until the entire system has been fully replaced. The required services include full architectural and engineering (A&E) services, pressure system design, and construction services, to be delivered under a single design-build contract. The estimated award date for this potential contract is January 2026.
