- Pre-Solicitation Notice W9128F25RA076 B-21: ADAL Ops/AMU 1, Ellsworth Air Force Base (EAFB), South Dakota (SD) Tentative August 2025, this office will issue the solicitation (Request for Proposal (RFP)) for B-21: ADAL Ops/AMU 1, Ellsworth Air Force Base (EAFB), in South Dakota This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. The acquisition approach for this project will be a Best Value Tradeoff (BVTO) following FAR Part 15 procedures. Contractors must be registered and have active and verified accounts in both the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE) to receive a contract award from any DoD activity. Contractors may access the website SAM.gov at https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must register on the PIEE website at https://piee.eb.mil/ for the specific applications they wish to use. During registration, the contractor will need to register for the solicitation module with the relevant role (Proposal Manager). To use an application in the PIEE system, you must establish a personal account in the system. This account is activated by your Government Administrator or the Procurement Integrated Enterprise Environment Customer Support Center. You will need to take several steps to establish your personal account: On the PIEE Home Page, click the Help/Training button in the upper right-hand corner for steps needed to complete before registering. Complete your Vendor activation requirements (See Vendors Getting Started section on the Help/Training page). Set up your PC to use the applications (See Machine Setup link on the Help/Training page). Self-register as ""Vendor"" or your Contractor role for your CAGE codes (See the demo below for help with Self Registration). Have your GAM activate your account. DO NOT submit requests for plans and specifications. See �Obtaining Solicitation Documents� below. Project Description: B-21: ADAL Ops/AMU 1, Ellsworth Air Force Base (EAFB), South Dakota (SD). Renovate existing building 7274 and construct an addition to building 7274 to support the transition of the facility from a B-1 Squadron Operations/ Aircraft Maintenance Unit facility to a B-21 Squadron Operations/ Aircraft Maintenance Unit facility. Construction includes reinforced concrete foundations and concrete floor slab, structural steel frame with split faced concrete masonry unit facade and a standing seam metal roof to match the current facilities. Project includes communication and fire protection requirements, heating, ventilation, and air conditioning systems, and all other necessary support for a complete a usable facility. The existing road and parking lot on the proposed site will be removed and replaced as needed to provide space for proper siting of the building and new parking. This project also includes all utilities, site improvements, pavements, detection/protection features, security enhancements, and other supporting work necessary to make a complete and usable facility. The project may include bid options for furniture, furnishing and equipment (FF&E), user-funded equipment, intrusion detection systems (IDS), access control systems (ACS), temporary Government field office facilities, and closed-circuit television (CCTV) systems. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. The facility must be compatible with applicable DoD, Air Force, aircraft, and base design standards. In addition, sustainable (green) construction materials and techniques shall be used where cost effective and/or where specified. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. Special construction and functional requirements include demolition of existing facilities and infrastructure � to include hazardous materials and soils may be required. The facility contains multiple secure spaces to be designed and constructed. Special oversight of this project may also be required. Special construction and functional requirements: The project will be constructed near flightline facilities at EAFB. As such, the project may be constructed adjacent to � and may be required to integrate with � active airfield operations. Demolition of existing facilities, utilities, and infrastructure � to include hazardous materials soils may be required. The facility contains secure spaces to be designed and constructed to ICD/ICS 705 and other related criteria. Special oversight of construction of these portions of the project may be required RFP Evaluation Criteria: Contractors participating in the solicitation will submit technical requirements in accordance with the solicitation, Section 00 22 00 EVALUATION CRITERIA. Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Past Performance, Project Management Plan, Key Personnel, Small Business Participation Plan, and Project Labor Agreement). An adjectival method of evaluation will be used to evaluate all technical factors. Price will be evaluated separately for reasonableness and realism. A best value selection will be considered after reviewing price and technical factors. Magnitude: Disclosure of the magnitude of construction, as prescribed in FAR 36.204 and DFARS 236.204, is between $25M and $100M. Project Period of Performance: 800 Calendar Days from construction notice to proceed (NTP). Note: Offerors please be advised that an online registration requirement in SAM.gov database exists and directed solicitation provisions concerning electronic annual Representations and Certifications on SAM. Representations and certifications are required to be up-dated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from date of submission or update to SAM.
