- This is a notice of intent to award a sole source contract to: SERVIAM CONSTRUCTION LLC 2304 BROAD AVE ALTOONA PA, 16601 The Department of Veterans Affairs, Bath, NY VA Medical Center intends to award a firm fixed price sole source contract under the authority of 41 U.S.C. 253 Competition Requirements and FAR 6.302-5, Authorized or required by statute. The proposed sole source contract is for the procurement of the remaining design for 528A6-19-605 Paint Trim Dormers and Balcony B-76 at the Bath VA Medical Center in Bath, NY. The proposed contract action will be a firm fixed priced contract. The NAICS code is 238160 Roofing Contractors with size standard of $19 Million. Authority allows sole source awards to SDVOSB/VOSB based on 38 U.S.C. 8127(c) and Serviam Construction has been determined to be a responsible SDVOSB contractor under the required NAICS code 238160, Roofing Contractors using the Dynamic Small Business Search tool and SAM.gov. Serviam Construction is currently completing a construction project on the roof of the 7-Story Bath VA hospital and is uniquely positioned to complete this painting project at a fair and reasonable price due to the erection of scaffolding and access to the roof the current project provides them with. Through the current roofing project, the logistical difficulties of conveyance to the roof have been highlighted and therefore, it is not expected that another contractor could meet the needs of the Bath VA for this project without including scaffolding or specialized lift plans that the VA would have to pay additional costs that are estimated well above the SAT. It is in the best interest of the government to allow the contractor to use the current scaffolding system at no additional costs to complete this project as opposed to paying for additional scaffolding or special lifting procedures in the future. This notice is NOT a solicitation announcement, NOT a request for competitive quotes, NOT a request for proposals and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. However, if any firm within a 250-mile radius of the BATH VA Medical Center, 76 Veterans Ave, Bath, NY believes that it possesses the capability of reviewing the existing soliciation at no cost, providing the services required within a specified time and will accept the professional liability of design, you must give email notification no later than Friday, August 8, 2025 at 1PM EST to Devan.Bertch@va.gov. Telephone requests/inquiries will not be honored. The Government will not be responsible for any costs associated with the preparation of responses to this announcement. Responses received will be evaluated and a determination by the Government not to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received, the VA will proceed with a sole source award to Serviam Construction LLC.
