Description
The U.S. Army Corps of Engineers, Japan District (POJ) is providing a PRE-SOLICITATION notice for an upcoming Request for Proposal (RFP). This is not a solicitation. Project Title(s): W912HV25RA009, FY26 REPAIR WHOLE HOUSE, BUILDING 1255, MCAS IWAKUNI, JAPAN Project Magnitude: Between �500,000,000 and �1,000,000,000 (Japanese YEN) (FAR 36.204) Construction Type: Design-Build (DB) Construction Project Description(s): This project revitalizes six officer (O1-O3 and W1-W3) family housing units located in the North Side Housing Area at Marine Corps Air Station Iwakuni (MCASI), Japan. Sustainment work includes, but not limited to, exterior painting; repairing and painting/tiling all interior walls and ceilings; repairing cracked/ broken concrete sub-base. Work also includes the following replacement: deteriorated roofing and flashing; the metal roof, drains and gutters or the enclosed service court; disfigured window and door screens; all interior doors and hardware; closet shelving; kitchen and bathroom cabinets, fixtures and hardware, range hoods, garbage disposals; all vinyl composition tile and sheet vinyl materials; all sewage/domestic drain piping, cold and hot water piping, heating and cooling piping, sewage/domestic vent piping and associated hardware such as gauges, valves and monitoring equipment; all lighting fixtures, switches, electrical outlets and wiring to meet the National Electrical Code (NEC); as well as TV, telephone and internet access receptacles and wiring; exterior lighting fixtures and switches. Modernization work includes, but not limited to, installation of additional lighting fixtures, electrical outlets and TV, telephone and internet access receptacles and wiring. Solicitation Information: Procurement Method: The Government will issue a Request for Proposal (RFP) The Government anticipates issuing solicitation in late September 2025. The solicitation when issued will identify the site visit date, RFI and proposal submission instructions etc. All solicitation documents, drawings, and specifications will be posted on SAM.Gov when issued. It is the responsibility of interested vendors to monitor SAM.Gov for the issuance of the solicitation and/or amendments. The Government intends to award a firm-fixed-price construction contract as a result of the RFP. All interested companies shall be actively registered in the System for Award Management (SAM) database in order to be eligible for award of Government contracts. Information on registration and annual confirmation requirements may be found at http://www.sam.gov. For a Joint Venture, the Joint Venture as an independent entity must be registered in SAM as such. OFFEROR ELIGIBILITY. This contract will be performed in its entirety in the country of Japan and is intended only for local sources. Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform construction in Japan. Specifically, a prospective offeror must be duly authorized to operate and conduct construction business in Japan and must fully comply with all applicable laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contracts. In addition, offerors must possess a Japanese civil construction (doboku isshiki koji) license or Japanese architectural construction (kenchiku isshiki koji) license by the proposal due date and time. The U.S. Government will verify that the offeror has the license through the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) website at https://etsuran2.mlit.go.jp/TAKKEN. It is the responsibility of the offeror to ensure that it has the license (Japanese civil construction or Japanese architectural construction), and that it is accurately shown on the MLIT website, by the proposal due date and time. Failure to comply with this requirement will be cause for rejection of your offer. The U.S. Government will not offer �United States Official Contractor� status under Article XIV of the US-Japan Status of Forces Agreement (SOFA) to U.S. contractors normally resident in the United States; nor will the U.S. Government certify employees of such contractors as �Members of the Civilian Component� under Article I(b) of the SOFA.
