Description
The proposed acquisition is for the renewal of Automated Cost Estimating Integrated Tools (ACEIT) Software on behalf of the OASN (FM and C) Naval Cost Agency. ACEIT is a family of applications that support program managers and cost-financial analysts during all phases of a program�s life cycle. ACEIT is the tool used by the government for analyzing, developing, sharing, and reporting cost estimates, providing a framework to standardize the estimating process. The ACEIT Model can respond to what-if excursions, estimating future costs based on a given scenario. ACEIT is an automated framework for cost estimating and other analysis tasks. This tool is used to standardize and simplify LCC estimating. ACEIT is a generic, flexible, Windows-based system which consists of several software tools for the cost estimating community. Core features include a database to store technical and normalized cost data, statistical package to facilitate cost estimating relationship development and a spreadsheet that promotes structured model development. It also has built-in inflation, learning, time phasing, sensitivity, risk and other analysis capabilities. ACEIT applications are a tool for analyzing, developing, sharing, and reporting cost estimates, providing a framework to automate key analysis tasks and simplify/standardize the estimating process. Through market research, it was determined that the only service capable of meeting the Government�s minimum requirement is ACEIT. This tool is the only option for meeting NCA-4�s needs regarding cost estimation. Other options in market are not complex enough to handle the scale of cost analysis being performed, e.g. ships, weapon systems. Because only a handful of companies in the world would desire a similar scale of cost estimation, there is little incentive for other vendors in the space to build out cost estimating software to this level of complexity. It would take another vendor in industry millions of dollars and at least a year of dedicated development to reach ACEIT�s performance levels. ACEIT software is currently only developed, and sold, by one vendor, Tecolote Research, Inc. NCA-4 uses the ACEIT software for conducting independent cost estimates in support of the DON�s acquisition of major weapons systems. The Period of Performance is 01 September 2025 to 31 August 2026 with two (2) one-year Option periods, ending 31 August 2028 if all options are exercised. This is a notice of intent to request a quote directly from Tecolote Research, Inc., Santa Barbara, CA. This notice of intent is not a request for competitive quotes. Interested quoters may identify their interest and capability to respond to the requirement or submit a capability statement. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any capability statement shall be submitted to Allison.m.Miller38.civ@us.navy.mil no later than 11:30am (Eastern Time) Friday, 08 August 2025 referencing Solicitation Number N0018925QZ459(ACEIT).
