- In accordance with Federal Acquisition Regulation (FAR) Part 5, this synopsis, posted by the United States Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of the Component Procurement Officer on behalf of the Mitigation Section for support for its National Flood Insurance Program (NFIP) Direct Program. The scope of this acquisition is software licenses for storm surge and inland flood catastrophic data modeling, along with supporting services including installation, training, documentation, and remote technical and troubleshooting support. The Government may award up to five (5) single award Indefinite Delivery/Indefinite Quantity (IDIQ) firm fixed price contracts resulting from the solicitation. The solicitation will be made available via the publicly accessible on-line Government Point if Entry (GPE) System for Award Management (SAM.gov) at http://www.sam.gov in August 2025 with proposals anticipated to be due approximately 30 calendar days later. The 5-year Period of Performance is expected to consist of five (5) ordering periods from date of award. No response is required because of this pre solicitation notice/synopsis; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency once the final solicitation is posted. Finally, this pre solicitation notice/synopsis does not commit the Government to the issuance of a solicitation or award of a contract. No paper copies of the solicitation will be available. No phone calls or facsimile transmissions will be accepted.
