- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.603 � Streamlined Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice and FAR Part 13 procedures. This announcement constitutes the only solicitation. Proposals are being requested, and a written solicitation will not be issued. This contract is for services to support The US Army Corps of Engineers Hydrologic Engineer Cennter (HEC) by assisting in activities associated with software maintenance and minor enhancements to HEC java software related to ecosystems code, with a focus on HEC-RPT, HEC-EFM Plotter and HEC-EFM Mapper. Services to be performed include: � Evaluating and classifying issues within the existing software code. � Performing bug fixes in code. � Providing minor modification or enhancements to the code. � Providing field support activities. � Supporting HEC by attending and actively participating in meetings. � Providing supporting documentation. Performance of the contract must be completed by a firm that has extensive software development skills with an emphasis on water resources engineering in the context of hyrdologic simulation. The contractor�s staff of professional engineers, mathematicians, and computer programmers should have a minimum of five years of experience in their respective discipline and possess the programming skillset needed to understand the engineering principles behind the code as well as provide software code fixes and enhancements.
