- Sources Sought Notice - Medical Support Resources for Wildland Fire Incidents Purpose: The USDA Forest Service is conducting market research to identify qualified vendors capable of supporting wildland fire operations with Rapid Extraction Modules (REMS), Medical Support Trailers (MSTs), and Medical Support Units (MSUs) during the fire season. This is a Sources Sought Notice issued solely for informational and planning purposes. This is not a Request for Proposal or Quote. Responses will not result in any immediate contractual agreements but may inform future incident procurement actions under Emergency Equipment Rental Agreements (EERAs). Objective: The Forest Service seeks information on: 1. Availability and static location of qualified REMS, MST, and MSU resources. 2. Capability of firms to meet equipment, staffing, and operational requirements during urgent wildland fire response. Background: The USDA Forest Service Fire and Aviation Management Program, in coordination with the Incident Procurement Operations Branch (IPO), is tasked with rapidly procuring mission-critical incident resources to support national fire and all-hazard response. This includes activating appropriate procurement mechanisms to protect life, property, and natural resources during emergencies. REMS, MSTs, and MSUs are vital components of field medical readiness and must be rapidly deployable based on accurate, pre-established static locations. Important Notice � Static Locations Requirement: To enable accurate resource plotting and rapid dispatch using tools like Google Maps, vendors must submit fixed, physical locations for each resource. These locations will be considered static and used as the official reference point for dispatch prioritization. Ongoing changes to resource location submissions will not be accepted. This ensures operational consistency and eliminates delays during active fire incidents. Vendor Communication During Fire Season: During periods of high fire activity, Forest Service contracting officers operate under intense urgency and high volume. Vendors are respectfully asked to limit unsolicited phone calls or emails offering additional resources or updates outside of critical mission-related needs. Your cooperation helps us focus on getting resources to the field as fast as possible. Submission Requirements: Vendors interested in being considered for REMS, MST, or MSU support must complete the attached Medical Vendor Source List Response Form and submit it electronically. This form requires: - Company name and mailing address - Primary and secondary point-of-contact with email and phone - Company UEI (must be SAM-registered) - Description of each available REM, MST, or MSU - Static physical address for each unit or module Note: Previous vendor source list entries will not be carried forward. A new submission is required for inclusion on the 2025 Medical Vendor Source List. Submission Deadline: All responses must be submitted by August 20th at 1400 MDT Submit completed forms to: SM.FS.WOAIMSSURGE@usda.gov Disclaimers: - Submitting a response is voluntary and does not guarantee future incident assignments. - This RFI is issued in accordance with FAR Part 10 for market research purposes only. - EERAs will only be issued at the time of urgent incident need and are valid for the duration of the incident. - The Government makes no guarantee of resource utilization based on submission.
