- The U.S. Army Corps of Engineers (USACE), Humphrey's Engineer Center Support Activity {HE CSA) intends to award a single-source contract under the authority of 10 U.S.C. 2304(C)(1) or 41 U.S.C. 253(C)(1) as implemented in the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award of a firm fixed price contract will be made to University of Michigan. The anticipated contract will be firm fixed price and includes a period of performance of 18 months from date of contract award. This Notice of Intent to award a Single Source Contract is not a request for competitive proposals. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Interested parties may express interest by providing a capability statement to both Points of Contact listed with this notice. Description of the Requirement: The outflow of Lake Superior is regulated by the International Lake Superior Board of Control. The board is a binational organization consisting of members from the United States Army Corps of Engineers and Canadian technical agencies. The Board of Control uses a regulation plan to determine the outflow from the lake each month. The contractor will develop a physical model that will be crucial for validating the Computational Fluid Dynamics model due to the challenges of obtaining sufficient field data. The project will involve constructing a CFD model of the Compensating Works, in collaboration with the government, to determine discharge through individual gates at varying openings and water levels. Additionally, the contractor will develop a methodology to compute the 95% confidence interval for discharge, ensuring the reliability of the developed rating curves.
