- NOTICE OF INTENT This is a notice of intent to solicit from a single source. The US Geological Survey (USGS) intends to award a purchase order to Legend Technical Services, Inc for Arizona Department of Health and Services certified (ADHS) water analysis services as described in the attached statement of work. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Legend Technical Services, Inc to the knowledge of the USGS, the only source who can provide the required water analysis and maintains certification from ADHS. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code 541380 Testing Laboratory and Services and associated size standard $19.0 million apply to this announcement. Responses or inquiries shall only be accepted through electronic mail addressed to aberry@usgs.gov and must be uploaded and received in their entirety no later than 08/13/2025 at 0500 hrs PDT. Responses submitted by hard copy, or the any web portal shall not be accepted or considered. STATEMENT OF WORK I. GENERAL INFORMATION The A-22 Waste Disposal Facility is an existing facility designed for the disposal of pretreatment sludge generated at the Yuma Desalting Plant (YDP). The Desalting Plant is a 72 million gallon per day reverse osmosis plant located adjacent to the Colorado River in Yuma, AZ and owned and operated by the U.S. Bureau of Reclamation (BOR) located at the Yuma Area Office (YAO). To meet the Arizona Department of Environmental Quality (ADEQ) wastewater regulatory requirements under the current permit, groundwater monitoring is specified in the permit to detect possible impacts to groundwater resulting from operations at the A-22 facility. Permit compliance includes routine samples with results reported to ADEQ. II. WORK REQUIREMENTS The objective of this project is for the U.S. Geological Survey (USGS) to collect and analyze water-quality samples, and to report and archive the resulting water-quality data. The results from this water-quality sampling will provide the BOR with the data needed to continue to meet permitting requirements for discharging sludge from the WQIC into the A-22 facility evaporation and disposal ponds. This project will evaluate the water-quality within the five monitoring wells. To meet the ADEQ regulatory requirements under the current permit, the monitoring wells must be sampled and results reported to ADEQ. Samples will be collected at four monitoring wells for the annual sample, labeled A22-1, A22-3, A22-4, and A22-5 and at three wells labeled A22-1, A22-4 and A22-5 for quarterly samples. All sites are located hydraulically downgradient from the pollutant management area. The analytical services required of the vendor include ground water (GW) parameters ranging from physical properties to metals. Per permit conditions, all the analytical requirements for this project must be performed by a lab with Arizona Department of Health Services (ADHS) Clinical Laboratory Certification. Additionally, the servicing lab must use the Environmental Protection Agency (EPA) method indicated by each parameter. A total of 42 samples consisting of 18 annual samples and 24 quarterly samples are required for this project. Included in the annual samples are one replicate and one quality assurance blank. Lab reports will have a turn-around time of 10-15 days and will be delivered by email in PDF and in EDD format to upload data into NWIS by the vendor. The following parameters are needed for each sample: pH, Total Dissolve Solids (TDS), Nitrate, Sulfate, Calcium, Iron, and Magnesium for the annual sample and Arsenic, Bromate, Chlorite, Haloacetic Acids, Total Trihalomethanes and Uranium for the quarterly samples III. SUPPORTING INFORMATION Vendor must be ADHS certified Place of Performance: Contractors independent Laboratory Period of Performance: October 1st, 2025 to December 31st, 2027.
