- NOTICE OF INTENT TO SOLE SOURCE: This notice is being issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.1, Dissemination of Information. This is a notice of intent to award a sole source contract. This is not a request for competitive quotes, proposals, or bids. The Department of Veterans Affairs, Network Contracting Office (NCO) 07, hereby provides notice of its intent to award a sole source, firm fixed price contract to Mirion Technologies Inc., doing business as (dba) Numa for the one-time procurement of the NumaStore Ultimate Image Management System. The contract will be awarded in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(2), Soliciting from a single source, in conjunction with FAR Part 12, Acquisition of Commercial Products and Commercial Services. A Justification for Single Source Awards has been prepared. The anticipated award date is August 15, 2025. REQUIREMENT DESCRIPTION: The Contractor shall provide the Atlanta VA Medical Center with a new NumaStore Ultimate Image Management System for secure storage, backup, retrieval, and archival of nuclear medicine studies, images, and data. This system will provide comprehensive management and administrative functions for both DICOM-based and native-vendor formats, ensuring interoperability, scalability, security, and compliance to enhance operational efficiency and data integrity. SCOPE: The Contractor shall provide all supervision, labor, equipment, transportation, and materials required to deliver and install a new NumaStore Ultimate Image Management System consists of the NumaStore software application and SQL database that is integrated on computer server hardware provided by the Contractor. The Contractor shall provide installation and training of the new system. The NumaStore Ultimate Image Management System shall: comprise 2 x 48TB in RAID configuration as primary and secondary storage (present expected volume is ~4TB/year) accept migration of all studies, images, and data presently stored in NM (~20TB) accept studies, images, and data from Capintec, eC2, GE, Hologic, MIM, Siemens, Syntermed, Candelis, Philips, VA technologies be structured on current Microsoft Windows Server Standard have a database built on Microsoft SQL Server Standard include a Microsoft Windows based PC for user management access be compliant with all aspects of DICOM part 10 have DICOM auto-pull, auto-forward, push, query, retrieve functions perform automatic studies, images, and data compression and automatic studies, images, and data decompression handle automatically raw, reconstructed, and processed NM studies, images, and data handle automatically static and dynamic SPE, SPECT, SPECT-CT, PET, PET-CT, PET-MRI, DXA, and spectrometer images and data be scalable and expandable be capable of translating with integrity non-DICOM, DICOM, vendor-native formats among formats of the vendor technologies listed above be capable of functioning with standard industry network protocols such as DICOM, TCP/IP, FTP, TFTP, and OSI have a flexible, user-friendly, management/administration environment that includes significant tracking and reporting functionalities Security: The Contractor is to adhere to all relevant components of the �VA Information and Information System Security and Privacy Requirements in performance of this contract. A Business Associate Agreement with the Department of Veterans Affairs is required before any services can begin under this requirement. Delivery/Place of Performance: Atlanta Veterans Affairs Medical Center, 1670 Clairmont Road, Decatur, GA 30033-4004 Period of Performance: All services must be completed within 120 days of award or December 20, 2025, whichever is later. RESPONDING TO THIS NOTICE: Interested parties are encouraged to respond to this notice by submitting clear and convincing documentation that demonstrates their capability to provide the requested products and services, and that competition would be advantageous to the Government. Responses must include the business name and Unique Entity Identification (UEI) number, and point of contact�s name, e-mail address, and phone number. Responses received from responsible sources by the deadline, will be considered for determining whether to conduct a competitive procurement. A determination by the Government not to compete based on responses to this notice, is solely within the Government�s discretion. The Department of Veterans Affairs will not be responsible for any costs incurred by interested parties in responding to this notice of intent. Documents received in response to this notice will not be returned.
