Description
Approved for Public Release Purpose of RFI This RFI is issued in accordance with DFARS PGI 206.302-1(d) to support market research and assess the availability of responsible sources capable of meeting the Government�s requirements for Cyanogen Chloride (CK) gas supply and delivery. Results may inform a potential Justification and Approval (J&A) for other than full and open competition under FAR 6.302-1. This is not a solicitation for proposals and does not constitute a commitment to release a solicitation in the future. The Government is not obligated to contract for any supply as a result of this this notice. Summary of Requirement The Government requires delivery of up to 1,000 lbs. of cyanogen chloride (CK) gas, at ?96% purity, in multiple shipments over a 60-month ordering period. The CK gas will be used to evaluate filter effectiveness. Key Industry Capabilities Required 1. Production: Produce CK gas at ?96% purity, verified by Gas Chromatography�Mass Spectrometry (GC-MS) or Gas Chromatography�Thermal Conductivity Detector (GC-TCD). Analyze and report levels of ClCN, HCN, and CO? for every batch and/or lot. 2. Stabilization: Prevent dangerous polymerization both in transit and at temperatures up to 122?�F (50?�C) through verified stabilization methods. 3. Cylinder-Level Documentation: Provide documentation for each cylinder that includes: Certificate of purity with GC-MS or GC-TCD results Full chemical analysis (ClCN, HCN, CO?) Type and amount of stabilizer used CK production date and cylinder fill date 4. Leak Detection & Storage: Temporarily store filled cylinders for leak detection prior to shipment in a manner that prevents exposure to any leaked gas. 5. Transportation & Delivery: Safely deliver CK gas to military facilities in Maryland and Arkansas in compliance with all applicable federal and state hazardous material regulations. Requested Information Interested parties shall submit the following: 1. Company Information: Company name, CAGE code, and DUNS number 2. Capabilities Statement addressing each of the following areas: Production Capability: Historical CK production volumes and third-party chemical analysis reports (including ClCN and other detected constituents) Stabilization: Examples of stabilized CK shipments (locations, dates) and methods used Cylinder Documentation: Process for tracking chemical analysis, stabilizer usage, and production/fill dates for each cylinder Storage & Leak Detection: Safety protocols for leak detection and interim storage Transportation: Methodology for compliant transport of CK gas to Maryland and Arkansas installations and any extra precautions to mitigate risk to the drivers and general public during transit. 3. Estimated Delivery Lead Times of orders up to 200 lbs. 4.
