Description
The Space Development Agency (SDA) intends to issue a sole source, Firm-Fixed-Price (FFP) contract (travel/ODCs will be cost reimbursement/no fee) for nonrecurring engineering labor associated with Advanced Simulation Combat Operations Trainer 7 (ASCOT 7) software to support Exercise Training for Tranche 1 of the Proliferated Warfighter Space Architecture (PSWA) program to PLEXSYS Interface Products, Inc (CAGE: 0NH96) of 4900 NW Camas Meadows Dr, Camas, WA 98607. The PLEXSYS ASCOT 7 software uniquely combines native Link 16, high-fidelity orbital models, and full LVC session management in a single package. ASCOT 7 is the only solution that meets all SDA requirements out-of-the-box: high-fidelity orbital propagation, native Link 16 automatic message handling, seamless integration, and enterprise-grade JLVC connectivity with minimal integration overhead. Its demonstrated use in large-scale distributed simulation makes it the best fit for SDA. As the sole manufacturer of ASCOT 7, PLEXSYS is the only contractor capable of providing the support required to develop spiraling requirements for Tranche 1 of the PWSA and future SDA digital mission threads. The estimated period of performance is less than 12 months and the estimated dollar amount is $1.5M. Award is anticipated in September 2025. PLEXSYS, the sole manufacturer of ASCOT, retains exclusive rights to the components, data, and proprietary information required for system maintenance and software upgrades. They do not license this information to third parties, making them the only source capable of providing the necessary support. This is a notice of the Government's intent to award a single source contract. It is published for informational purposes only and not as a request for competitive proposals or quotations. Therefore, no solicitation document exists for this requirement. No responses to the notice of intent to sole source are anticipated, however, all capability statements received within 15 calendars days after date of publication of this notice will be reviewed by the Government and considered. Statements must be received NLT 05:00PM EST 26 August 2025. If your firm desires to submit a capability statement, it should demonstrate your experience specific to this procurement. The statement shall include business size; describe your ability to perform the work, and provide any other information indicating a legitimate ability to meet the Government's requirements. The Statement shall not exceed 5 pages in length. Written inquiries may be directed to ussf.pentagon.sda.mbx.sn-25-0025@mail.mil. Oral communications are not accepted. Be advised that all correspondence sent via e-mail shall contain a subject line that reads �Notice of Intent SS � to PLEXSYS for ASCOT-7�. If sending attachments with e-mail, ensure only .PDF, .doc, docx, xls, or .xsls documents are sent. A determination by the government not to compete this anticipated contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
