- This requirement is conducted under the Federal Acquisition Regulations (FAR) 13.106-1(b) and FAR 6.302-1. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals or quotes. Firms who desire to challenge this sole source must submit an interest letter that demonstrates your firm�s ability to provide an equivalent service as described below (Provide follow-on Title III Services resulting from the award based on previous Title I Services for the same project). Interested parties must provide rationale as to why they should be considered. All interested firms must respond to the synopsis by August 18, 2025, 1:00pm Eastern Standard Time (EST) to Edward Dingle, Email: edward_dingle@nps.gov. National Park Service intends to negotiate a firm fixed price purchase order with Lord, Aeck, & Sargent, Inc., 1175 Peachtree Street, NE Suite 2400 Atlanta, Georgia 30361. The NAICS Code is 541310, Architectural Services. THIS NOTICE IS NOT A REQUEST FOR COMPETITVE QUOTES, and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to edward_dingle@nps.gov no later than August 18, 2025, 1:00pm EST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements attached. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice in no way obligates the Government to award any contract nor is the Government responsible for any costs incurred by responding to this notice. GENERAL DESCRIPTION OF WORK: The work shall consist of submittal reviews, Request for Information (RFI) responses, office services, and site visits as outlined below. The A&E representatives shall attend weekly construction progress meetings. SCOPE OF SERVICE REQUIREMENTS: Key personnel shall not change during the performance of this task order unless written approval is obtained from the CO. Action Submittal Review 1. Submittal Review: Includes Specification Divisions 2 through 49 reviews of shop drawings, samples, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data and similar materials furnished by Construction Contractor to explain in detail specific portions of the work required by the Contract. 2. Processing Procedures: A/E shall thoroughly review construction documents and applicable standards and codes then recommend to the Government if approves, approves with notations, or disapproves submittals. Reviews shall be completed with recommended actions indicated and returned and received by the COR within 12 calendar days of receipt of such submittals. Processing time shall begin upon receiving a submittal from the Government and end at the return of the fully processed submittal to the COR. 3. Approval Procedures: Each submittal shall be verified for conformance to the Construction Documents. Corrections to the submittal shall be noted in red. 4. Estimating Time for Submittal Review: Refer to the Submittal List and Review Estimate template for information on specific submittals to be reviewed by the A/E. Use this template to establish a basis for estimating the time required to complete reviews. A/E is responsible for reviewing action submittals, not informational submittals. Failure by A/E to complete the Submittal List and Review Estimate template during design shall not relieve the A/E of responsibility to provide review of contract specified action submittals at no additional cost to the Government above task order price. Request for Information (RFI) Review 1. RFI services shall not be performed unless the specific services are authorized in writing by the COR assigned to this task order. The COR will use the Standard Communication Form to document and approve specific office services prior to the initiation of the work. 2. Processing Procedures: A/E shall review and respond to construction originated RFIs. Reviews shall be completed and responses posted to the NPS project management and communication software within 7calendar days of receiving RFIs. (Highest priority RFIs may require shorter turnaround time.) Processing time shall begin upon receiving RFI from the Government and end at the return of the fully processed RFI to the Government. 3. Clarifying RFIs: RFIs arising from insufficient clarity of construction documents shall be responded to by A/E at no cost to the Government. Office Services As requested by the CO, the A/E shall provide services to assist the CO in matters other than submittal reviews, RFI reviews, and coordination of sustainability requirements. Services could include preparing or analyzing construction schedules, reviewing value engineering proposals, preparing sketches, cost estimating, and other work. Office services shall not be performed unless the specific services are authorized in writing by the COR assigned to this task order. The COR will use the Standard Communication Form to document and approve specific office services prior to the initiation of the work. Forty (40) hours of Office Services are anticipated. As-Constructed Drawings Using previously prepared AutoCAD construction drawing files, provide office services as required to prepare As-Constructed Drawings. The Government will furnish a set of Project Record drawings, field sketches, construction modification drawings, notes, etc. for inclusion.
