Description
THIS IS NOT A SOLICITATION, INVITATION FOR BID, REQUEST FOR QUOTE (RFQ), OR A REQUEST FOR PROPOSAL (RFP) This is a sources sought announcement only. This sources sought is for acquisition planning purposes only and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any cost incurred as a result of the announcement shall be borne by the interested party (prospective offeror) and will not be charged to the Government for reimbursement. Responsdents will not be notified of the results of any Government assessments. PURPOSE: The U.S. Army Corps of Engineers Nashville District is conducting this Sources Sought in support of Market Research to notify and seek potential qualified members of the industry to gain knowledge of capabilities, interest, and qualifications for completeing the work effort centers around the construction of a new, permanent access ramp at the Watts Bar Nuclear Plant located at 6868 Watts Bar Hwy, Spring City, Tennessee 37381. Responses to this Sources Sought Announcement will be used by the Government in making the appropriate acquisition decisions. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The type of set-aside decision will depend on the responses to this sources sought. SCOPE OF WORK: The ramp is designed to facilitate the loading and unloading of critical equipment and materials transported via barge on the Tennessee River. It will be constructed to withstand the maximum anticipated loads associated with both historical deliveries and future removal operations at the site, specifically the approach wall beams intended for use at the new Chickamauga Lock. A key aspect of the project is the integration of the new ramp with the existing infrastructure, including the laydown yard for those beams. The new ramp will extend from the existing laydown yard towards the river channel. The design includes a transition from the ramp surface to the channel bed using crushed stone fill on a 3:1 slope. The project involves various earthwork activities, including cutting and filling, as well as the strategic placement of riprap for shoreline protection. Existing site features, such as overhead power lines, drainage features, and fencing, will be either protected in place, relocated, or removed as necessary to accommodate the new construction. Ramp Type: Permanent Key Site Features: Connects to existing laydown yard Existing Overhead Power Lines- Portion to be relocated Crushed Stone Fill (Slope to be determined from ramp edge to channel bed) Mooring Bollards- To be constructed, similar to Browns Ferry Design Existing Signage- Left in place, to be moved or replaced by TVA at a later date Existing Fence- Portions to be removed and replaced with new gates matching existing manual cantilever gates. Existing Riprap- Leave in place except for ramp width, 85�. Existing Storm Drain Pipe- Portion to be removed and incorporated in to new drainage plan. Materials (60% Design, Estimated Quantities): Cut: 6351.04 CY Crushed Stone: 3328 TON TDOT #10 Stone: 1244 TON TDOT #1 Stone: 2546 TON Class A-1 Riprap: 448 TON Class C Riprap: 3784 TON FE-5 Fence: 140 LF 2x 30 Foot Cantilever Gate Overhead Electrical Relocation: 630 LF (Unknown if this will be handled by USACE or TVA) Buried abandoned utility line (Unknown if this will be handled by USACE or TVA) Geotextile: 2,597 SY� Location: Watts Bar Nuclear Plant located at 6868 Watts Bar Hwy, Spring City, Tennessee 37381 Period of Performance: The Contractor shall complete all work within 365 days after award. Disclosure of the Magnitude of the Proposed Construction Project: June 2026 CAPABILITY STATEMENT TO SHOW INTEREST AND INTENT: Respondents interested in performing the proposed project as a prime contractor should submit a capability statement for consideration that include the following: (in A through I) A. Offerors' name, address, points of contact with telephone numbers and e-mail address. B. Unique Entity Identifier (UEI) and CAGE Code C. Are you a Small Business under this NAICS code? D. Business size/classification to include any designations (Small Business, HUBZone, 8(a), Women Owned, Service-Disabled Veteran-Owned, etc.) E. A Statement of Capability (SOC) stating your skills, experience, and knowledge required to perform the specified type of work as described above. This SOC should be a brief description of your company's capabilities. Include a statement detailing any specified qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. The potential bidders should provide brief references of relevant work they have performed and the magnitude. F. Indicate whether your company will perform the work directly or intends to subcontract the work. If subcontracting, identify the percentage of work to be subcontracted. Identify the percentage of work your form may be capable of directly performing. G. A statement regarding past bonding and evidence of your capability. H. Please indicate whether your firm will submit an offer for this project. I. Any other information that would assist in determining your company's capability in performing the described construction work.
