- Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS Assistant Regional Director Business Management and Operations intends to award a firm fixed price sole source contract under the authority of (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000: Implan 16905 Northcross DR STE 120 Huntersville, North Carolina 28078-5097, United States The North American Industry Classification System (NAICS) code for this requirement is 513210, Software Publishers. This is a unique service, currently being provided by Implan. DOI requires the acquisition of the IMPLAN input-output economic modeling software and data to support ongoing economic impact and contribution analyses conducted by the Office of Policy Analysis (PPA) and DOI bureau economists. This software is essential for generating consistent, high-quality data related to economic impact analysis, energy development, land and resource management, Tribal sovereignty, and public accountability. The selected model must: 1) Produce direct, indirect, and induced economic effects and include comprehensive coverage across all economic sectors; 2) Provide regionalized data at the county and state level for all U.S. geographies, and; 3) Contain trade-flow algorithms to model inter-regional movement of goods and services. This procurement ensures methodological consistency across bureaus and supports DOI�s mission to analyze and communicate the economic value of its programs and resources. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
