- Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS Division of Realty intends to award a firm fixed price sole source base plus one option year contract under the authority of (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000 to: NatureServe 2550 S Clark St STE 930A Arlington, VA 22202 The North American Industry Classification System (NAICS) code for this requirement is 541512, Computer Systems Design Services. The objective of this sole source award is to maintain and update the Threatened and Endangered (T&E) Species Tool developed by NatureServe. The T&E Species Tool is an online tool developed by NatureServe in 2022 in collaboration with the USFWS's National Wildlife Refuge System (NWRS). The tool is designed to analyze and visualize the overlap between potential species occurrences based on state data on T&E Species and National Wildlife Refuges. This proprietary data is essential for the tool's functionality and effectiveness. Given these proprietary constraints and NatureServe's extensive historical expertise with the tool, other vendors are not adequately prepared to fulfill the technical and operational requirements associated with this work. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
