Description
The Materials Measurement Laboratory, Materials Science and Engineering Division�s Mechanical Performance Group (MPG) at the National Institute of Standards and Technology (NIST) develops measurement methods, models, data, standards, and science for the mechanical properties of advanced materials (e.g., high strength steel, aluminum alloys, composites) and materials under extreme environmental and operating conditions. The MPG provides expertise needed to determine materials and system performance within and outside design limits and generates and disseminates reliable mechanical data. Essential to development and use of new materials and processes, is the ability to model the deformation behavior of materials. MPG makes extensive use of a various of finite element-based software tools such as ABAQUS, ANSYS, LS-Dyna etc. to do this modeling. To meet mission requirements, the MSED and the MPG requires software develop material parameters for widely used yield function and hardening models commonly used in the metal forming industries for a variety of material systems. Specific requirements include: Capability to extract various yield surface models and hardening laws appropriate for sheet metals from experimentally obtained stress-strain data (uniaxial, biaxial, bulge tests etc.). Ability to automatically provide these parameters (both yield surface models and hardening laws) from tests without any manual intervention. Capability in determining parameters of 9 yield function and 9 work-hardening with an English interface. The MPG reviewed capabilities of multiple vendors and their products that are geared toward generating material card information from test data. Based on that market research, only CalSysSmart software has been identified as being able to meet the MPG�s requirements. JSOL Corporation verified in writing to NIST that JSOL Corporation is the sole provider of CalSysSmart software and related support. JSOL products are proprietary. Based on the foregoing, the contracting officer intends to noncompetitively solicit, negotiate and award a purchase order to JSOL Corporation for a CalSysSmart software license, including one year of support that is commercially available for that license, under the authority of FAR 13.106-1(b)(1)(i).
