- Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command (NAVFAC) Marianas is performing a market survey to determine if other potential sources of supply can provide 13.8kV and 480V system protection relays and related SCADA equipment that has equal performance and listing and approval requirements to the following Schweitzer Engineering Laboratory (SEL) products. This notice seeks products that have equal performance and listing and approval requirements as the SEL products below. Fiscal Year 2026 Military Construction P-819, Inner Apra Harbor Resiliency, Polaris Point, Guam requires products equal in performance to the following items: SEL-751 Feeder Protection & Breaker Control (FPBC) Intelligent Electronic Devices (IEDs) SEL-700G Generator Protection Control Relay SEL-587Z Bus Differential Protection (BDP) SEL-735 Advanced Power Quality and Revenue Meter IEDs SEL-3530/3555 Real-Time Automation Controller (RTAC) SEL-3355 Computing Platform SEL-2440 Discrete Programmable Automation Controller (DPAC) SEL-2488 GNSS with Antenna Kit Low Side SEL-2730 Ethernet switch Characteristics for all item is included below: Each item must be compatible with the existing electrical SCADA system. Each item must not create a duplication of systems. Each relay and device must be installed as part of the ongoing systems. Each relay and device must be controllable through the ongoing systems. All virtual faceplates with functional input-output displays and push buttons must have the same or substantially similar configurations of the current systems. Characteristics for each item is included below: SEL-751: Feeder Protection � Protect radial and looped distribution circuits with time overcurrent, directional overcurrent, autoreclosing, over-/undervoltage, frequency, cable/line thermal, etc. Arc-Flash Mitigation � Provide arc-flash detection capabilities. Event Analysis � Conduct post-event analysis with detailed event records that combine oscillographic and digital information. SEL-700G: Generator Protection � Provide generation protection with current, voltage, frequency, distance, power, and out-of-step elements. Current Differential Protection - Protect equipment using sensitive percentage-restrained current differential elements and an unrestrained element, along with synchronism check and volts-per-hertz elements. Islanding Protection - Detect islanding conditions using vector shift function. SEL-587Z: Bus Differential Protection � Protect equipment using high-impedance differential elements for fast tripping for in-zone faults. Transformer Differential Protection � Protect transformers using high-impedance differential elements for fast tripping for in-zone faults. Reporting and Monitoring � Provide sequential recorder to document events such as faults, trips, voltage, and current. SEL-735: Revenue Metering � Track energy usage in compliance with ANSI/IEC accuracy class requirements. Load Profile Data Collection � Collect and store billing data with load profile recorder. SEL-3530/3555: Multiple Device Functions - Capable of using as a protocol gateway, RTU, logic processor, PAC, engineering port server, event processor, and system-wide SER logger/viewer. Rugged Hardware � The controller shall be designed and tested to meet or exceed IEEE 1613 and protective relay specifications for harsh environments and to withstand vibration, electrical surges, fast transients, and extreme temperatures. Seamless Configuration � Design an integrated automation system that includes protocol conversion, SCADA communications, IEC 61850 integration, synchrophasors, time synchronization, data management, and programmable logic. SEL-3355 Industrial Automation Platform - Deploy automation control and operator station functionality in a single package directly to the plant floor without the concern of environmental conditions. Support soft programmable logic controllers (PLCs) and operator HMI control engines. HMI Visualization, Monitoring, and Control � Provide system visualization, monitoring, and control point. Information Processor � Collect and format relay data for legacy remote terminal units (RTUs), and send the data directly to SCADA systems using legacy protocols. SEL-2440 Substation Automation - Provide fast I/O, programmable logic, flexible communications, and SCADA integration I/O Annunciation - Indicate I/O status for each input and output. Simplify commissioning and troubleshooting with device status and port activity indicators. System Automation - Communicate with DNP3, Modbus, LAN/WAN, IEC 61850, and other protocols over Ethernet and serial connections. SEL-2488 Network Clock - Distribute precise time via multiple timing outputs, inclusive of IRIG-B, the Network Time Protocol (NTP), the Precision Time Protocol (PTP), 10 MHz frequency, and 1 pulse per second (PPS). Time Distribution - Provide time output for protection applications, synchronizing relays, phasor measurement units, and other IEDs. SEL-2730 Integrated Communications - Provide Ethernet connectivity for SCADA, engineering access, and control, with flexible configuration. Rugged Hardware - Meet or exceed IEEE 1613 (Class 1), IEC 61850-3, and IEC 60255 industry standards for vibration, electrical surges, fast transients, extreme temperatures, and electrostatic discharge. Following protocols for all SELs include the following: Modbus RTU SEL ASCII and Compressed ASCII SEL Fast Meter, Fast Operate and Fast SER SEL Fast Messaging Ymodem File Transfer SEL Mirrored Bits Communications Event Messenger This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague.
