18 AUGUST 2025 UPDATE: QUESTIONS AND ANSWERS. THE FOLLOWING NEW QUESTION WAS SUBMITTED. PLEASE SEE THE GOVERNMENT ANSWER DIRECTLY BELOW THE QUESTION. QUESTION 1: The government stated: �No page limits are included within the solicitation; however the Government does not anticipate more than a total of 10 pages for Technical. The Government has no set expectation for page limits to the Past Performance Questionnaire or Price volume.� We wanted to clarify that although the government doesn�t expect to receive more than 10 pages for the technical, offerors are allowed to surpass 10 pages as it is not an official limit. GOVERNMENT ANSWER: Offerors may surpass more than a total of 10 pages for Technical. 11 AUGUST 2025 UPDATE: N68335-25-R-0443 0002: The required response date / time has changed to 25 August 2025 at 10:00 am Eastern Standard Time. See N68335-25-R-0443 0002 for a summary of changes / updates within N68335-25-R-0443. QUESTIONS AND ANSWERS. THE FOLLOWING NEW QUESTIONS WERE SUBMITTED. PLEASE SEE THE GOVERNMENT ANSWERS DIRECTLY BELOW THE QUESTION. Question 1: Are there page limits to the volumes? Government Answer: No page limits are included within the solicitation; however the Government does not anticipate more than a total of 10 pages for Technical. The Government has no set expectation for page limits to the Past Performance Questionnaire or Price volume. Question 2: Should Annex A be included in the Past Performance volume or should it be submitted as its own volume (#4?) with a table of contents, etc.? Government Answer: In accordance with Table G-1 Proposal Structure, Annex A should be submitted as its own volume � Volume Number 4. No table of contents are required. Question 3: Will the Purchase Orders themselves suffice to fulfill the Annex A obligation for the Past Performance references where DeVal acted as a subcontractor (there are no SOWs for those)? Government Answer: In accordance with Section B, 2.0 Volume II � Past Performance, �In Annex A (Final Versions of Previous Statement of Work (SOW)/Performance Work Statement (PWS)/Other Supporting Documentation for Past Performance and Corporate Experience), the Offeror shall provide electronic copies of the complete final versions of the SOW/PWS or other supporting solicitation/contract documentation from each contract or delivery/task order� For contract references that contain delivery/task orders, additionally provide the work description for each specific delivery/task order."" Question 4: Page 51 of the solicitation says, �the Offeror shall not alter or rearrange the solicitation�. Table G-1 on Page 53 of the solicitation references Attachment L-2/Table PP-1 Past Performance Contract Data as an Excel spreadsheet. However, Attachment L-2/Table PP-1 was provided as a word document. * Is the government going to provide Attachment L-2/Table PP-1 as an Excel sheet? If not, does the government want offerors to keep the current format as provided when submitting it as a separate electronic file? Or does the government want offerors to alter the solicitation docs and turn Attachment L-2/Table PP-1 into an Excel file? Government Answer: Offerors are to submit Attachment L-2/Table PP-1 Past Performance Contract Data as a Microsoft Word document. Offerors are not to alter the Attachment L-2/Table PP-1 Past Performance Contract Data, which is included as a Microsoft Word attachment, into an Excel file. Question 5: Page 52 of the solicitation states �Offerors shall submit proposal information using the following applications: Microsoft Word 2016, Microsoft Excel 2016, and Microsoft PowerPoint 2016. However, Offerors shall submit letters and other signed documents as a fully searchable Portable Document Format (.pdf) file.� * Will the government accept proposals in Microsoft Office 2025 (Version 16.97.2 (25052611))? Government Answer: The Government can accept proposal information using Microsoft Office 2025. Offerors shall submit letters and other signed documents as a fully searchable Portable Document Format (.pdf) file. Question 6: Page 54 of the solicitation states �The proposal shall be subdivided into three separate volumes. Cost or pricing information shall only appear in the Price Volume. Each volume shall be written to match the following format: I. Technical A. Drawing Package / SOW II. Past Performance A. Recency B. Relevancy C. Past Performance Information (Quality of Products / Processes and Timeliness of Performance) III. Price� * Can the government please clarify how they wish to see Vol II, Past Performance (PP) presented? Specifically, does the government want the PP volume submitted across multiple documents as outlined in Table G-1? Government Answer: Volume 2, Past Performance shall be submitted across multiple documents as stated in Table G-1 Proposal Structure. Question 7: * Can the government confirm that they want offerors to present Volume II as such: 2.0 Vol II � Past Performance 2.1 Authorization Letters (if applicable) 2.2 Relevant Contract Data (repeating below order for each contract reference) A. Recency B. Relevancy C. Past Performance Information PP-1 table Government Answer: Section L, 2.0, provides the information required for Volume II Past Performance. Question 8: * In keeping with the above PP volume layout, should offerors structure their PP volume to have sections A, B, and C for each PP contract reference and repeat so on for each contract reference? Government Answer: Section L, Part B2.0, provides the information required for Volume II Past Performance. Question 9: * Does the government want offerors to include incomplete copies of Attachment L-1 in its submission, or do you only want the completed copies from the PP contract reference POCs? Government Answer: Only completed copies from the PP contract reference POCs shall be submitted in response to this solicitation. Question 10: Page 54 of the solicitation states �The following is a list of Section L Attachments that the Offeror shall use to provide information for this volume: Attachment L-1: Volume 1 Contract Reference Experience Information in the Technical Volume� * Attachment L-1 is not actually titled �Volume 1 Contract Reference Experience Information�, it�s the Past Performance Questionnaire that�s supposed to be sent out to past performance references. Can the government confirm that instructions to include Attachment L-1 in the Tech volume is a typo? Government Answer: The reference to Attachment L-1 Contract Reference Experience Information has been deleted from Section L, 1.0, as it is NOT a requirement. Question 11: Page 56 of the solicitation states �The Offeror should submit a signed �Release of Adverse Past Performance Authorization Letter(s)� with written consent from each principal entity (including JV team members), authorizing the release of adverse past performance information to the Prime.� * Can the government please confirm that authorization letters are not required when the only principal entity is the prime contract offeror? Government Answer: The �Release of Adverse Past Performance Authorization Letter(s)� allows the Government to coordinate past performance issue(s) of the principal entity with the Prime Offeror. The prime offeror as the only principal entity does not need to submit the authorization letter. Question 12: Page 56 of the solicitation states �Do not provide a contract reference to the basic contract.� * Can the government please confirm it is acceptable to reference the basic contract when outlining the relevant D.O./T.O.s? Government Answer: The Government confirms it is acceptable to reference the basic contract when outlining the relevant D.O./T.O.s. Question 13: Pages 56-57 of the solicitation state �Offeror shall use the �Contract Work Description� block on the attached Past Performance Contract Data form (Section L Attachment L-2) to identify in specific detail why or how the effort on the referenced contract is relevant.� And then continues on to instruct offerors to include �quality of product and processes� and �timelines of performance� in the same block. * There is no �contract work description� block in Attachment L-2. Can the government please clarify whether they want this info included elsewhere in Attachment L-2 or in the narrative section of the Past Performance volume? Government Answer: Section L, 2.2, has been updated to read �The Offeror shall use the �Brief Work Description and/or Program Responsibility for this past contract� block on the attached Past Performance Contract Data form (Section L Attachment L-2) to identify in specific detail why or how the effort on the referenced contract is relevant or similar to the effort required by this solicitation.� Question 14: Page 57 of the solicitation states �Offeror shall use the �Remarks� block to provide information on problems (show cause, cure notice, termination for default, quality issues, defective pricing issues, etc.) encountered on these contracts and corrective actions taken to resolve those problems.� * There is no �remarks� block in Attachment L-2. Can the government please clarify whether they want this info included elsewhere in Attachment L-2 or in the narrative section of the Past Performance volume? Government Answer: L 2: Table PP-1 � Past Performance Contract Data has been revised to include Block 17, Remarks. Question 15: Does the government wish for offerors to include table of contents in each volume? Government Answer: Offerors may include table of contents in each volume if they wish. This is not a requirement. Question 16: Lastly, DeVal Life Cycle Support, LLC is requesting a FAT waiver on CLIN 0001. Government Answer: The Government is requesting a First Article Test Unit from all offerors. *********************************************************************************************** 29 JULY 2025 UPDATE: N68335-25-R-0443 0001 AMENDMENT UPDATE: The sole source and suggested drawings included within this solicitatoin are provided as suggestions only. They are intended to illustrate possible approaches and do not constitute mandatory specifications, requirements, or binding criteria. Offerors may propose alternative solutions that meet the requirements listed within the Statement of Work and Drawings. RESPONSES ARE DUE 19 AUGUST 2025 AT 11:00 AM EST 12 JUNE 2025 UPDATE: N68335-25-R-0443 HAS BEEN PLACED ON HOLD. 5 JUNE 2025 UPDATE: QUESTIONS AND ANSWERS. THE FOLLOWING QUESTIONS WERE SUBMITTED. PLEASE SEE THE GOVERNMENT ANSWERS DIRECTLY BELOW THE QUESTION. Question 1: Page 52 / Section L - Instructions / Subsection 2.0 Proposal Format and Submission 2.1.2 Operating System and Applications: Is the proposal acceptable completely in pdf format, or is Microsoft Word preferred with only signed docs (SF33 / CLINs) in a pdf attachment? Government Answer: In accordance with 2.1.2 Operating System and Applications, offerors shall submit proposal information using Microsoft Word, Microsoft Excel and Microsoft Power Point. Offerors shall submit letters and other signed documents as a fully searchable PDF file. Question 2: Page 53 / Section L - Instructions / Subsection 3.0 - Proposal Content and Volumes: Table G-2 Section L List of Attachments: It refers to attachment L-1 - Vol 2 PPQ - Past Performance Questionnaire and L-2 - Vol 2 PP-1 Past Performance Contract Data. Will these attachments be provided? Government Answer: L-1 - Vol 2 PPQ - Past Performance Questionnaire and L-2 - Vol 2 PP-1 Past Performance Contract Data have been uploaded into SAM and added to the solicitation package. Question 3: Page 57 / Section L - Instructions / Subsection 3.0 Volume III Price 3.1 Volume Content (b): It calls out for ""attachment 6"" pricing matrix, will you provide this matrix attachment or should we create the pricing matrix on an excel sheet, including but not limited to Item description, part number, quantity, unit price, and total price? Government Answer: The Pricing Matrix (Attachment 6) has been uploaded in SAM and added to the solicitation package. This is a Request for Proposal for a Firm-Fixed Price type contract. This solicitation is for the production and delivery of the AERO 51E Weapons Trailer, P/N: 3922AS100-1, in support of the Royal Australian Air Force P8A Poseidon Program. The Government owns the Build-to-Print Technical Drawing Package and the drawings are considered Export Controlled. All Offerors must be able to provide a certified DD Form 2345. All requesting Offerors must have a current certified DD2345 to obtain the drawings. Drawings will be provided to your designated data custodian on your certified DD2345 via the DoD Safe website. All Offerors, other than the successful Offeror, are required to destroy all export control data, regardless of form or the media on which it may be recorded, including CDs, data stored on other computer storage devices and paper documents. Offerors shall provide proof of such destruction via signed letter on corporate letterhead to the PCO via email at: Michael.T.Miller248.civ@us.navy.mil. This solicitation is being issued as a 100% Small Businesses set aside.
