- This is a Pre-Solicitation Notice for the 28th Contracting Squadron, Ellsworth AFB, South Dakota, to generate interest in the upcoming Solicitation FA469025Q0045, to compete and award a single Blanket Purchase Agreement (BPA) for the 28th Civil Engineer Squadron (CES) for Dryer Vent and Water Restoration.The solicitation is expected to be posted on the week of 18 August 2025. This award will have a five-year Period of Performance. The projected Period of Performance is currently 1 October 2025 - 30 September 2030. The actual Period of Performance will be finalized at the time of award.This will be a 100% Small Business set aside solicited under North American Industry Classification System (NAICS) code 561790 ? Other Services to Buildings and Dwellings, with a size standard of $9,000,000.00. To be eligible to compete for Small Business set-aside awards, vendors must be certified in accordance with current Small Business Administration (SBA) regulations.Attached to this Pre-Solicitation Notice are DRAFT versions of:- Standard Form 1449 Solicitation- Atch 1 - Performance Work Statement (PWS) - Atch 2 ? PWS Appendix A- Atch 3 ? PWS Appendix B- Atch 4 ? Wage Determination- Atch 5 ? Price List - BlankAll questions and comments on this PRE-SOLICITATION NOTICE must be submitted in writing to jason.wright.30@us.af.mil. Please title all emails with questions with the following subject line: ?FA469025Q0045 Pre-Solicitation Notice ? Dryer Vent and Water Restoration?.All interested and responsible entities are invited to submit a quote that will be considered by the 28th Contracting Office at Ellsworth AFB, South Dakota. The award will be based on the criteria established in the solicitation. Small Business contractors submitting a quote must have and list within the quote the vendors assigned Cage and be registered and ACTIVE in the System of Award Management (SAM) at www.sam.gov to receive an award for this procurement.Note: The apparently successful offeror will have their NIST score validated in accordance with DFARS 252.204-7020. If the offeor has not completed an assessment, an assessment will need to be completed prior to the BPA award. If the score is not compliant, the offeror will be required to submit a corrective action plan prior to the BPA award.
