Description
The NATO Communications and Information Agency (NCIA) intends to issue a Request for Quotation (RFQ) for the procurement of 42 Deployable Points for Presence (DPoP) to Special Operations Task Groups (SOTG). Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) hold an active Facility Security Clearance at the level of SECRET or higher, 3) be pre-approved for participation in NATO International Competitive Bidding (ICB), 4) be issued a Declaration of Eligibility (DOE) by the Department of Commerce (DOC), and 5) register with NCIA�s eProcurement tool, Neo: https://www.ncia.nato.int/business/procurement/neo-eprocurement In addition, contractor personnel will be required to work unescorted in Class II Security areas. Therefore, access can only be permitted to cleared individuals. Only companies maintaining such cleared facilities and the appropriate personnel clearances will be able to perform the resulting contract. The reference for the RFQ is RFQ-CO-424289-SOTG and all correspondence concerning the RFQ should include this reference. SUMMARY OF REQUIREMENTS This project aims to enable to �To"" and ""Through"" C2 connectivity to Special Operation Forces (SOF) by providing multi domain and modular DPoP to SOTG. The scope of this RFQ includes the procurement, design, integration, testing, and validation of a modular and highly transportable (commercial airplanes � non-cargo) SOTG DPoPs. The requirement includes the provision of 40 SOTG C2 CIS DPoPs for operational use, plus one SOTG C2 CIS DPoP as a reference system, and one SOTG C2 CIS DPoP as a training system. The solutions shall be aligned with the requirements for the DCIS (Deployable Communication and Information Systems) and support up to 25 active users in three different security domains (NU, NS, and MS). The DPoPs for SOTG shall enable the delivery of Communications Services, Core Services, and hosting capacity for Community of Interest Services for the SOTG. The solution shall be integrable with NATO Cyber capability and implement Voice, VTC, and Full Motion Video (FMV) in all three security domains, allowing to dynamically allocate and bound various transmission services to provide uninterrupted data exchange with other nodes. This project shall provide the required Hardware, Software, and Licenses as well as all DPoPs integration works. This includes the integration with Purchaser Furbished Equipment (PFE), including (i) Cryptographic devices; (ii) Transmission means; (iii) end-user devices (Printers, VTC, VoIP Phones, Workstations, and peripherals); and (iv) non-CIS equipment required for the operational use of the SOTG DPoPs. The Period of Performance is anticipated to start in Q2 2026 and end in Q3 2027. This timeline represents the anticipated duration of the project, and adjustments may be made as per the requirements of the solicitation process and subsequent contractual agreement. Following acceptance of the final operational delivery, the contract will require warranty for any hardware delivered. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume or capability statement indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project, please also include the following in the TEXT of your email: - the title and/or solicitation number of the project - the name/phone/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project. DOC will transmit the DOE to the NATO contracting agency. IMPORTANT DATES: Request a DOE (and, for firms new to NATO ICB, submit the completed one-time NATO ICB application): 28 October 2025 NCIA distributes the RFQ (planned): 14 November 2025 Bid Closing (anticipated): 31 December 2025 Contract Award (estimated): 27 February 2026
