- 140P3025Q0040 MONO Rehab Gambrill Mill Sidewalk Combined Synopsis/Solicitation - Construction This is a combined synopsis/solicitation for construction prepared in accordance with FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05 Dated: August 7, 2025. This acquisition will be a competitive 100% Small Business Set-Aside. The Associated NAICS code is 238140 with a small business size of $19.0 Million. The magnitude for this requirement IAW FAR 36.204(b) is between $25,000 and $100,000. See Section J for the List of Attachments. IAW FAR 28.102-1(b) and FAR 52.228-13, payment protections are required for construction contracts greater than $35,000 but not greater than $150,000, the successful offeror shall furnish one of the following payment protections within 10 calendar days after award: 1. Irrevocable letter of credit; 2. Payment Bond; or 3. Certificate of deposit The anticipated contract completion date is 90 calendar days after Notice to Proceed (NTP). The contractor must provide all labor, supervision, materials, tools, supplies, transportation, license, certificates, permits, personal protection equipment, professional services, and equipment incidental to and necessary to provide removal of existing flagstone sidewalk and setting bed, replacement of approximately 40% of existing flagstone that are broken or delaminated, relaying the sidewalk in its entirety with the existing unbroke and replacement stone in a new mortar bed with flush joints to match existing, removing flagpole, and replacing wood curbing between sidewalk and asphalt parking lot.
