Description
This Amendment 0002 is hereby issued to address the discrepancies and incorporate the correct and updated Quality Assurance Provisions below. ENERGY QAP C16.23-2 MGO/MGT - COMMERCIAL MARINE GAS OIL MINIMUM REQUIREMENTS (MGO/MGT) (DLA ENERGY MAY 2025) National Stock Number: Product Nomenclature: DLA Energy Product Code: 9140-01-313-7776 Marine Gas Oil MGO 9140-01-417-6843 Marine Gas Oil MGT (a) Product shall conform to the requirements of the latest revision of ISO 8217, Category ISO-F-DMA. In Accordance with Annex A of ISO 8217, the de minimis value of FAME shall be 0.5 volume %. Offeror/Supplier shall ensure product offered meets ISO 8217 de minimis FAME requirement. The following are additional requirements or approved modifications to specifications. (b) SPECIFICATION MODIFICATIONS: a) TESTING: 1) Hydrogen sulfide testing is not required 2) In addition to the latest revision of ISO 8217 approved sulfur tests, the latest revision of the following test methods are approved for Sulfur testing: ASTM D5453, D1266, D1552, D2622, D3120, D7039, or ISO16591. See section 6.3 of ISO 8217 for referee test method. For a total sulfur content of less than 0.05 mass % (500 ppm), the latest revision of ASTM D5453 is the recommended ASTM method. 3) The latest revision of the following test methods are approved for FAME testing per ISO 8217: IP 579 or ASTM D 7963. Test method EN 14078 is an equivalent test method for IP 579 and approved for FAME testing. See section 6.9 ISO 8217 for referee test method. 4) ASTM International Test Methods equivalent to ISO test methods referenced in ISO 8217, DMA testing, are approved for use. 5) In addition to required testing, lubricity testing shall be conducted. The latest revision of the following test methods are approved for lubricity testing: ISO 12156-1, ASTM D6079, and ASTM D7688. (b) ENVIRONMENTAL: 1) As of 01 JAN 2020, under the requirements listed in MARPOL 73/78 Annex VI Regulation 14, MGO-DMA (MGO & MGT) purchased under DLA Energy programs shall not exceed a revised maximum sulfur weight percent of 0.5 (% m/m). This requirement does not supersede more stringent federal, state, and local environmental requirements. 2) Per MARPOL 73/78 Annex VI Regulation 14, for ships operating in the most current emission control areas, the sulfur content of marine gas oil shall not exceed 0.10% mass (1000 ppm). 3) Per 40 CFR Section 80.510, the Marine Gas Oil sulfur requirement for all refineries and deliveries to ports within Continuous United States (CONUS) shall not exceed 0.0015 mass % (15 ppm) sulfur. (c) DYES AND MARKERS: Marine Gas Oil shall contain no black dye. (d) OTHER REQUIREMENTS: Unless otherwise indicated by the Contractor in writing, prior to award, the product offered shall fully meet the applicable specification. The supplier shall provide to the receiving vessel a �Statutory Sample� of at least 500 mL in volume, taken from the receiving vessel's inlet bunker manifold, together with a Bunker Delivery Note (BDN). This sample will be sealed and carry a sample tag that provides the documentation required per MARPOL 73/78 Annex VI Regulation 18. 2. ENERGY QAP C1.02 - GENERALIZED TECHNICAL GUIDANCE (MAR 2025) (a) Geographic Requirements a. Supplies delivered under this contract shall conform to all federal, state, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. This includes delivery of fuel and documentation in a manner consistent with existing or future Title V (Clean Air Act) Permits. In the event that a federal, state, or local environmental requirement is more stringent than a similar requirement in a fuel specification contained in this contract, the Contractor shall deliver product that complies with the more stringent requirement. Product that fails to meet the more stringent environmental requirement will be considered nonconforming supply. b. All supplies furnished under this contract shall fully meet the requirements of the applicable specification(s) as cited in the C QAPs included in this contract. (b) Certificates of Analysis a. The term �certificate of analysis� may also be referred to as �certificate of quality�, �quality report�, �COA�, �COQ�, �test report� or any laboratory report used to confirm QAP, specification or test method conformance. b. Certificate(s) of analysis (COAs) submitted under this solicitation, shall not be older than 90 days from the issue date of this solicitation. i. COAs older than 90 days may be requested for informational purposes. c. COA(s) shall contain, at a minimum, the following information: i. Sample test date ii. Test result(s) iii. Test method(s) for each test iv. Signature or stamp by a laboratory or QC manager d. Direct Delivery Fuels Purchase program only i. Domestic locations and US territories: �Typicals� or �specification sheets� are acceptable for the products listed below -- 1. Aviation Fuel 2. Gasoline (including E85) 3. Diesel (including BDI/B20) 4. Heating oil ii. Overseas locations: COAs are required for all overseas locations for all products. iii. Marine Gasoil (MGO): A COA is required for all domestic and overseas MGO solicitations. (c) ASSIST a. Unless otherwise specified, current versions of defense or federal specifications, standards, military handbooks, commercial item descriptions, qualified product lists, and other related technical documents cited in this solicitation/contract can be accessed from the Department of Defense (DoD) Acquisition Streamlining and Standardization Information System (ASSIST) database at https://assist.dla.mil under or via ASSIST Quick Search at http://quicksearch.dla.mil. ASSIST is the official source for all Defense Standardization Program documents and contains the most current information on documents prepared by the DoD, as well as information on how to acquire referenced non-Government standards that have been adopted for DoD use. i. Note that commercial or foreign specifications are not located on ASSIST and must be obtained from the relevant sponsoring organization (e.g. ASTM, SAE, API, ISO, etc.). ii. Registered ASSIST account holders may establish profiles to receive automatic E-mail alerts when changes are planned or made to documents of interest by selecting criteria on the [Alert Portal Profile Maintenance] screens accessed from the [User Profile] menu. Users may also view or download a bi-monthly summary of changes to the ASSIST database under the [ASSIST Update] menu. b. ASSIST Quick Search Instructions i. Go to http://quicksearch.dla.mil ii. Type in the numeric portion of the specification or Qualified Product List (QPL) into the �Document ID:� fillable area and click on the Search button. iii. Look through the search results to find the desired document and click on the �Document ID�. 1. For specifications: click on the .pdf link under �Media�. 2. For QPL information: click on the �QPL-XXXXX� link located under the Document ID section. a. On the next screen; within the �Revision History�, click on the �View QPD Data� which will take you to the Qualified Product Database. b. Once you are in the Qualified Product Database, Click on the link in the �Govt Designation� Column to view qualified products. c. To view qualified source plants, click on the Source Plants link under the Related Links column. 3. Energy QAP C36-3 - FUEL OIL, INTERMEDIATE, GRADE RMG-380 (IFO 380) (BUNKERS, MT) (DLA ENERGY MAR 2025) National Stock Number: Product Nomenclature: DLA Energy Product Code: 9140-01-417-6632 Fuel Oil, Intermediate 38T (a) Product shall conform to the latest revision of ISO 8217 for Intermediate Fuel Oil, RMG, 380. (b) SPECIFICATION MODIFICATIONS: a. TESTING: Other than the test methods called for in ISO 8217, the latest revision of the following test methods, below, may be used to determine the following requirements: REQUIREMENTS TEST METHOD Density @ 15oC, kg/m3 ASTM D 4052 Carbon Residue ASTM D 4530 Vanadium, mg/kg ASTM D 5863 Aluminum plus silicon, mg/kg ASTM D 5184 (c) ENVIROMENTAL: As of 01 JAN 2020, under the requirements listed in MARPOL 73/78 Annex VI Regulation 14, RMG-380 purchased under DLA Energy programs shall not exceed a revised maximum sulfur weight percent of 0.5 (% m/m). This requirement does not supersede any stricter Federal, State, and local environmental requirements. (d) OTHER REQUIREMENTS: a. SAMPLING REQUIREMENT: Unless otherwise indicated by the Contractor in writing, prior to award, and in accordance with the EVALUATION (SHIPS' BUNKERS) provision, product offered shall be required to fully meet the applicable specifications. The supplier shall provide to the receiving vessel a �Statutory Sample� of at least 400-milliters in volume, taken from the receiving vessel's inlet bunker manifold, together with a Bunker Delivery Note (BDN). This sample will be sealed and carry a sample tag that provides the documentation required per MARPOL 73/78 Annex VI Regulation 18. 4. Energy QAP C36-4 - FUEL OIL, INTERMEDIATE, GRADE RME-180 (IFO 180) (BUNKERS MT) (DLA ENERGY MAR 2025) National Stock Number: Product Nomenclature: DLA Energy Product Code: 9140-01-417-6645 Fuel Oil, Intermediate 18T (a) Product shall conform to the latest revision of ISO 8217 for Intermediate Fuel Oil, RME, 180. (b) SPECIFICATION MODIFICATIONS: a. TESTING: Other than the test methods called for in ISO 8217, the latest revision of the following test methods, below, may be used to determine the following requirements: REQUIREMENTS TEST METHOD Density @15oC, kg/m3 ASTM D 4052 Carbon Residue % wt ASTM D 4530 Vanadium, mg/kg ASTM D 5863 Aluminum plus silicon, mg/kg ASTM D 5184 (c) ENVIROMENTAL: As of 01 JAN 2020, under the requirements listed in MARPOL 73/78 Annex VI Regulation 14, RME-180 purchased under DLA Energy programs shall not exceed a revised maximum sulfur weight percent of 0.5 (% m/m).
