- 1. NOTICE This Sources Sought Synopsis (SSS)/Request for Information (RFI) is issued for informational purposes and market research only; it does not constitute a solicitation. The Government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and/or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this posting. 2. BACKGROUND AND SCOPE AFSPECWAR Tactical Air Control Party (TACP) members need to operate anywhere in the world, in contested, congested, and austere environments. The Air Force Tactical Grid solution responds to AFSPECWAR diverse mission needs and threats in an increasingly data-driven and contested tactical edge battlespace. Today, existing AFSPECWAR operators do not possess access to a tactical network and are forced to utilize legacy and limited pathways into Service-owned, Enterprise networks, reducing combat effectiveness. Additionally, these Service-owned, Enterprise networks significantly decrease tempo in integrating new technologies in emerging programs of record. 3. CAPABILITY GAP To address these existing shortfalls, the Government is developing a Tactical Grid solution that employs Tactical Grid Boundaries (TGBs) across the globe, allowing regional, assured, multi-path access to the DoDIN and the greater Joint Force and persistent access to AFSPECWAR-hosted, networked collaboration, planning, and warfighting applications and services. The TGB provides diverse, resilient pathways that can properly protect sensitive and classified data, while still allowing rapid integration of AFSPECWAR Weapons Systems and emerging advanced Command, Control, Computing, Communications, Cyber, Intelligence, Surveillance, Reconnaissance and Targeting (C5ISRT) technologies that are already in procurement for the force. The Government is leveraging existing transport and service circuits, including both DISA and commercial Multi-Protocol Label Switching (MPLS) networks, to provide access to services and ensure access to mission critical data to all deployed operators through the Tactical Grid. System Requirements: - The TACP-M Program Office is requesting industry input for delivering and extending an AT&T MPLS circuit up to the demarcation boundary at Moody Air Force Base (AFB). Separate orders will be placed for circuits extended to the boundaries at Hickam AFB and Ramstein AFB. - Basic parameters: Access Interface:10GBase Long Range Single Mode Fiber (LR SMF) or equivalent Access Speed: 1+ Gbps Able to terminate at the demarcation point: 6118 Brookley St, Bldg 454, Moody AFB, GA 31699 Able to terminate at demarcation points at Hickam AFB and Ramstein AFB.
