- Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service Communications Branch intends to award a firm fixed price sole source under the authority of FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).: Biomark, LLC. 705 S 8TH ST Boise, Idaho 83702-7112, United States The North American Industry Classification System (NAICS) code for this requirement is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing , and the Product Service Code (PSC) for this requirement is 7G22, IT and Telecom�Network: Satellite and Rf Communications Products. The object of this sole source award is to require the purchase of PIT tags are a widely used and essential tool for the U.S. Fish and Wildlife Service in monitoring fish populations within the Columbia Basin. The infrastructure throughout the Columbia Basin has been strategically adapted to incorporate PIT tag detectors, enabling comprehensive tracking and data collection across the watershed.Each PIT tag carries a unique alpha-numeric code, allowing for the identification of individual fish. The proposed tags for this initiative are the Biomark APT12 preloaded 134.2 kHz ISO FDX-B tags. These tags are specifically designed to be loaded into individual 12-gauge needles using a unique preloaded syringe implantation system, ensuring efficient and effective tagging procedures. The monitoring systems deployed throughout the basin are equipped to detect PIT-tagged fish in their natural habitats, significantly reducing the need for post-tagging handling. This approach not only minimizes stress on the fish but also enhances the accuracy of our monitoring efforts, allowing for reliable data collection on fish movement and population dynamics. The use of Biomark tags is crucial for maintaining the integrity of our monitoring programs and ensuring the success of our fisheries management strategies in the Columbia Basin. THIS CONTRACT IS SOUGHT AS A SOLE SOURCE FROM BIOMARK IN ORDER TO COMPARE DATA FROM OUR PREVIOUSLY USED TAGS WITH THE NEWLY AWARDED TAGS FOR DATA ASSURANCES. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
