Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a oral solicitation will not be issued. �Notice to Respondents: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.� This contract is established to directly support the Diplomatic Security Service�s comprehensive Forced Entry and Ballistic Resistance (FE/BR) program. The primary objective of this program is to develop, implement, and maintain advanced Physical Security Design Details that are specifically engineered to delay unauthorized entry and effectively mitigate the threat posed by firearms attacks. These enhanced security measures are critical for safeguarding both Department of State personnel and the sensitive national security information entrusted to its care. The authority and obligation for Diplomatic Security to carry out these protective efforts are grounded in federal law. Specifically, the Omnibus Diplomatic Security and Antiterrorism Act of 1986 (22 U.S.C. 4802) mandates the establishment and enforcement of robust security standards for U.S. diplomatic missions worldwide. Additionally, the Secure Embassy Construction and Counterterrorism Act of 2022 (22 U.S.C. �4865) further reinforces these requirements, underscoring the necessity for secure embassy construction practices and comprehensive counterterrorism measures. Through this contract, the Department ensures ongoing compliance with these statutory mandates, thereby enhancing the resilience of its facilities and the safety of its personnel in an increasingly complex global threat environment.
