Description
The U.S. Army Corps of Engineers, New England District is solicitating an Invitation for Bids (IFB) for Old Route 8 Bridge Painting in Sandisfield, MA. This will be a 100% Small Business Set-Aside IFB procurement. The NAICS code for the work described below is 238320 and the size standard is $19 million. The project is planned to be issued in August 2025 and will be set aside for Small Business. The period of performance will be approximately 90 days. The estimated magnitude of this project is between $250,000 to $500,000.The Old Route 8 Bridge is a single span through truss which carries Old Route 8 over the West Branch of the Farmington River in the Colebrook River Lake area of Colebrook, Connecticut. The bridge itself is located in Sandisfield, Massachusetts and was built in 1927. The site of the work is fully within the Commonwealth of Massachusetts.The span length of the bridge is 136?-2? center-to-center of bearings. The roadway width is 28?-0?between 21? wide by 8? high concrete safety curbs with steel angle wheel guards. The deck slab variesin thickness from 8-5/8? at the center to 6 ?? at the curb and is supported by 18?-5? or 20?-10? long by18? deep American Standard I-beam stringers spaced at 3?-7 ?? on center. The I-beams are framed into3?-1/2? deep floor beams and are spaced either 18?-5? or 20?-0? on center. The floor beams are framedinto the truss on both sides. The chords of each truss are braced laterally in each bay. The bridge is on a41? skew.The work of this project consists of cleaning, preparation, and painting of the Old Route 8 bridge. Theexisting paint on the bridge is believed to include the original coatings and subsequent maintenancecoatings (the number of these maintenance coatings is unknown) applied over the original at variouspoints over the life of the bridge. The last maintenance painting was performed in 2008. Full removalof coatings has never been performed for this structure. Data pertaining to the paints used for theoriginal coatings and subsequent coatings is not available, however, the Contractor shall assume thatlead-containing paint was used for the original coatings and possibly some of the subsequentmaintenance coatings as well and that lead concentrations are high (1.0 mg/cm? or 0.5% (5,000 ppm)or greater). Sampling and testing of the existing coatings for lead has not been performed.Due to the high likelihood that lead containing coatings remain on the steel members of the bridgestructure, the Contractor is required to implement worker health and safety measures andenvironmental protection measures as required by these specifications and by applicable Federal, Stateof Massachusetts, and local laws and regulations, including any applicable permits or licensing. Scaffolding may be required and fall protection safety measures will be needed.
