Description
The goal of this RFI is to solicit information from industry to assist the CECOM ILSC IEW&S Directorate Threat Warning Team in structuring a future solicitation for a proposed CIRCUIT CARD ASSEMBLY (CCA) REPAIR PROGRAM for the shop replaceable units (SRUs) listed below, in THE AVR-2B LASER DETECTING SETS� (LDS�) SENSOR UNIT. SSU Detector CCA, Original Part Number L31-22103, New Part Number n/a, NIN 015556985 SSU Processor CCA, Original Part Number L31-22202, New Part Number L31-22204, NIN 015557243 The AN/AVR-2B Laser Detecting Set (LDS) is a passive laser warning system which receives, processes and displays threat information resulting from aircraft illumination by laser. The LDS responds to laser associated with laser range finders and laser guided weapons. The LDS consists of one signal comparator module CM-493B, four or six identical sensor units SU-130B, and the security key. The SU-130B is an item which detects, identifies and characterizes laser radiation. F-stock condition CCAs require diagnostic testing for failure(s), repair, and pass testing as designated by the OEM Minimum Repair Yield of 30% Cost of repair cannot exceed 65% of the unit price Consideration of Army Depot expansion of LDS repair program/capabilities Below is additional CCA Repair information and important considerations: The repair project shall include diagnosis of CCAs listed above to include electrical connections, detector components, disconnects, and all other electrical components necessary to provide a fully functional Sensor Unit. The CCAs shall be repaired and tested to A-stock condition and shipped to Tobyhanna Army Depot (TYAD), PA for storage. Information requested to include all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personal services necessary to perform the Contractor Support Services. CECOM requests the following information: Please provide the following information about your company: A short summary of the company�s qualifications and a list of similar repair contracts that are completed or currently in progress. Have you completed CCA repairs before? If so, are they for federal clients? What types of repairs can be completed? What types of failures cannot be repaired? What are the possible yield and/or scrap rates? Provide a non-binding, indicative estimate of the ROM tiered costs of CCA repairs. What is the estimated future standup, repair time(s), and what assumptions were used for the calculation? How long is Vendor willing to support repairs? Can repair technologies be transferred to TYAD? Do you have any other suggestions or comments? Responses Responses are not limited. Please include contact name(s), address, phone number, and email. Submission of information does not commit a responding party to submit a proposal to any subsequent solicitation. Commenters are advised that CECOM is under no obligation to acknowledge receipt or provide feedback with respect to any comments received under this announcement. CECOM may use responses to structure future solicitations. Responses will not be considered confidential. CECOM advises commenters to avoid including any information in their responses that might be considered business sensitive, proprietary, or otherwise confidential. If, however, a commenter chooses to submit business sensitive, proprietary, or otherwise confidential information, it must be clearly and conspicuously marked as such in the response. In addition, (1) the header and footer of every page that contains confidential, proprietary, or privileged information must be marked as follows: �Contains Confidential, Proprietary, or Privileged Information Exempt from Public Disclosure� and (2) every line and paragraph containing proprietary, privileged, or trade secret information must be clearly marked with double brackets or highlighting. Failure to comply with these marking requirements may result in the disclosure of the unmarked information under the Freedom of Information Act or otherwise. The U.S. Federal Government is not liable for the disclosure or use of unmarked information and may use or disclose such information for any purpose. If a comment contains confidential, proprietary, or privileged information, the commenter must include a cover sheet identifying the specific pages containing confidential, proprietary, or privileged information. The requested information is for preliminary planning purposes only and does not constitute an obligation by CECOM to enter into a contractual agreement. Nor does it constitute a commitment, implied or otherwise, that CECOM will issue an RFP in the future. CECOM will not be responsible for any costs incurred by offerors in furnishing this information.
