Notice Type: Notice of Contract Action � Simulation Integration Justification, Statutory Authority: FAR 13.106-1(b)(1) � 41 USC 1901- Only one responsible source and no other supplies or services will satisfy agency requirements. Contract Award Date: TBD Contract Award Number: TBD Synopsis: The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Aechelon Technology, 611 Gateway Blvd. Suite 300, San Francisco California, for the Aechelon Simulation Integration Lab-SIL: CLIN0001 - Cyber Agreement (Edwards Lab) 2025 - IA Updates Access to two (2) Quarterly IA updates for Aechelon Nucleus hardware versions, as noted below. The first quarterly updates to be installed by JSE Staff with Aechelon on-site support. Follow on quarterly updates to be installed by JSE staff. 4 Devices x 2 = 8 Quarterly IA updates for Nucleus hardware versions: 10.0 and Workstation hardware versions: 8.7 Aechelon Nucleus 10.0 hardware and Workstation 8.7 to protect our SIL investment. Period of Performance: (07/19/2025 - 12/31/2025). 4 Devices x 2 = 8 � 014-0007-001 One Quarterly Nucleus Baseline Cyber Update Qty: 8 � 014-0006-005-2025 Program Management Support Qty: 1 CLIN0002 - Systems Engineering Support (Edwards) 2025 Five (5) days or one (1) trip for SE + PM Support for Nellis AFB. Travel Monday and Friday, on-site Tuesday - Thursday. Trip is to teach and install first round of IA updates in coordination with JSE Staff. Quarterly IA updates for Nucleus hardware versions: 10.0 and Workstation hardware versions: 8.7 � 014-0001-004 2025 Standard Engineering Support Qty: 5 � 014-0005-029 CONUS Tier 4 Travel from Orlando, FL at Weekly Rate (West US) Qty: 1 � 014-0006-005 2025 Program Management Support Qty: 1 The contract will be executed by means of other than full and open competition, due to Aechelon, as they are original and only vendor with graphics generator that are currently used across the 411 FLTS Team. This makes them the only vendor capable of providing the needed projectors because the 411 FLTS teams need to keep congruency across all their simulators. The 411 FLTS requires the projection and simulation equipment will not only be functional at all times, but it must be capable to support the advanced training and data collection needs of the pilot and engineering teams. To ensure simulations are realistic and provide training value, the equipment must be kept up to date. The authority permitting other than full and open competition is 41 USC 1901 - FAR 13.501(a) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements. It is recommended to obtain a solution to this requirement from the Aechelon Technology company. The Simulation Lab hardware and performance requirements have been determined with these technological specifications and have been ensured to easily integrate into our current SIM Lab environment. Aechelon offers long-term support included with the initial purchase of the products, which will help ensure that all Simulation equipment is reliable, and at the lowest system lifetime cost. The Simulation Integration Lab provides critical flight training and mission simulations for Edwards pilots and engineering personnel. The Simulation Integration Lab provides enhanced training opportunities in a safe environment, in addition to helping to ensure pilots stay proficient. The data collected by the Simulation Integration Lab can also be closely monitored and benefits test engineers in production of new technologies and advancements. In accordance with leeway permitted by FAR 13.106-1(b)(1), all responsible sources may submit a capability statement, which shall be considered by the agency. The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
