Description
The U.S. Coast Guard, Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) Contracting Division (CG-C5I-C1) of the Department of Homeland Security intends to award many multiple-award Basic Ordering Agreements (BOAs), known as VIA, for the sustainment and modernization of the U.S. Coast Guard�s(USCG) IT infrastructure. With VIA, the first call (VIA-Sustain) will also be awarded specifically for IT infrastructure sustainment services. The scope of VIA-Sustain encompasses all services required to stabilize, secure, operate, and maintain the USCG�s IT Infrastructure, including but not limited to Program Management, Service Desk, End User hardware and management, Enterprise Services, Systems/Server Operations, Network, IT Security, and Asset Management. To execute this requirement, VIA-Sustain consolidates the two (2) contracts, one of which consists of the majority of the the IT infrastructure services and the other contract consists of end user hardware. This consolidation represents a strategic decision to streamline operations and improve the delivery of integrally related IT infrastructure services. The analysis of this consolidation indicates significant benefits to the USCG through unified planning, coordination, and execution of the VIA requirements, resulting in improved end user experiences, reduced administrative overhead, and strengthened IT infrastructure stability and security. Additionally, given the scale of VIA-Sustain, extensive opportunities for small business participation exist through subcontracting. Given the criticality of the VIA-Sustain requirement to the success of the USCG, the consolidation benefits and how integrally related the services of VIA-Sustain are outweigh any negative impacts to small businesses.
