- This is a combined synopsis/solictation to meet the requirement at FAR 12.603. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 1901, as prescribed in FAR 13.501(a), Sole Source (including Brand Name). The Defense Contract Management Agency (DCMA) Procurement Center, located at 3901 Adams Avenue, Fort lee-Adams, Virginia, 23801, intends to award a sole source firm fixed price contract to the American Society for Quality, Inc. (ASQ), 600 N. Plankinton Ave, Milwaukee, Wisconsin 53203 for the Contract Quality Auditor Prep Course, Exam and Certifications as posted on SAM.gov under notice number S5121A25QE015. ASQ�s exam and certification is the only source in the industry to maintain American National Standards Institute (ANSI) Accreditation, Aerospace Standard 9100 and the International Organization for Standardization/the International Electrotechnical Commission (ISO/IEC) 17024 standards, administer testing, re-testing, certification and re-certification. This solicitation will result in a contract IAW FAR Part 12,13, and 15 (where stated) IAW FAR Part 12.603(c)(2) and using Simplified Acquistion Procedures IAW FAR Part 13: (i) this is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation S5121A-25-Q-E015 is issued as a request for quotation (RFQ). (iii) Solicitation S5121A-25-Q-E015 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04 dated 6/11/2025. (iv) There is no small business set-aside. NAICS code 611430, small business size standard of $15,000,000.00. (v) Contract line item number(s) (CLIN), services, quantities, and units of measure are included in the RFQ and summarized below: CLIN Services Quantity Unit 0001 Certified Quality Auditor Prep Course, 100 EACH 0002 Certified Quality Auditor Exam, 100 EACH 0003 Certified Quality Auditor Exam Re-Take, 50 EACH 0004 Certified Quality Auditor Exam Re-Certification, 50 EACH (vi) Solicitation S5121A-25-Q-E015 is for Certified Quality Auditor Prep Course, Exam, Exam Re-Takes and Re-Certifications. (vii) Period of Performance is September 30, 2025 through September 29, 2026 in the Continental United States. Four 12-month options may run from September 30, 2026 through September 29, 2030. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the provision. (ix) The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services and the specific evaluation criteria to be included in paragraph (a) of that provision. (x) Offeror shall submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the clause. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition. (xiii) Additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. (xiv) Defense Priorities and Allocations System (DPAS) is not applicable to this Solicitation. (xv) Quote is due September 15, 2025, 0800 Eastern Daylight Savings Time (EDST).
