Description
DLA Troop Support, Medical Supplier Operations Directorate, Readiness Support Division intends to issue a Request for Proposal (RFP) under Solicitation Number SPE2D0-25-R-0001. The solicitation will have weekly closings and will be issued as unrestricted. The solicitation is structured to encourage participation of small businesses, as well as large, since offerors may propose to support as little as one (1) line item up to the 4,767 Medical Surgical solicited product line items designated as having readiness requirements. The solicited items fall under the following stock classes: 6510: Surgical Dressing Materials-Includes- Bandages, Compresses, Dressings, Gauze, Pads, Sponges, and impregnated surgical dressing materials (i.e., gauze and non-woven sponges, strips saturated with a solution, emulsion, oil or other agent or compound). 6515: Medical and Surgical Instruments, Equipment, and Supplies-Includes- Anesthesia Apparatus; Blood Transfusion Apparatus; Oxygen Therapy Apparatus; Respirators; Orthopedic Supplies; Arch Supports; Clinical Thermometers; Sutures; Hearing Aids; Veterinary Equipment;Endoscopes, Fiber Optic. Excludes- Ophthalmic Instruments, Equipment, and Supplies; Non-Medical Endoscopes. 6520: Dental Instruments, Equipment, and Supplies-Includes- Dental Engines; Dental Laboratory Equipment; Operating Chairs; Orthodontic Appliances; Teeth; Dental Metals; Dental Abrasives; Dental Laboratory Furniture. 6525: Imaging Equipment and Supplies, Medical, Dental, Veterinary-Includes- Medical Xray Film; Medical X-Ray Film Viewing Equipment; Medical X-Ray Film Processing and Finishing Equipment and Supplies; X-Ray Tubes; Computerized Tomography (CT) scanners and related equipment; Magnetic Resonance Imaging machine and related equipment; Positron Emission Tomography (PET) scanners and related equipment; Computed and/or Direct Digital Radiography machines and related equipment; Ultrasound and Echocardiogram scanners and related equipment; Scintigraphy equipment; Medical Picture Archiving and Communication Systems (PACS) equipment; Medical Thermal Imaging equipment; Optical Coherence Tomography (OCT) spectroscopy machines and related equipment; and imaging supplies and Contrast delivery systems that are not used by other medical disciplines. Excludes- Industrial imaging equipment (X-ray, Thermal and the rest ;) Supplies and equipment that can be used by other medical disciplines (See Medical and Surgical Instruments, Equipment and Supplies and Hospital and Surgical Clothing and related Special Purpose Items.) 6530: Hospital Furniture, Equipment, Utensils, and Supplies-Includes- Orthopedic Equipment; Operating Lights; Physiotherapy Equipment; Sterilizers; Wheel Chairs; Litters; Hospital Beds; Restraint Equipment. 6550: In Vitro Diagnostic Substances, Reagents, Test Kits and Sets-Includes- In vitro diagnostic aids, such as test tablets, test slides, test strips, test cards, test papers, test solutions, reagents; sets and kits designated for in vitro qualitative and quantitative tests on specimens, such as blood, urine, feces, and the like, for the purposes of aiding in the medical diagnosis of disease, determining body organ dysfunction, or other abnormal conditions. Excludes- In vivo diagnostic substances classifiable in FSC 6505. The Government is soliciting for guaranteed access to the solicited 4,767 product line items with a calculated maximum dollar value of $390,269,792.53 (this amount represents the dollar value of the sum of the Government�s maximum quantity for each product line item). The product line items and associated quantities will be listed on the Attachment 1 Total Guaranteed Coverage (TGC) Evaluation spreadsheet that will be included with the solicitation. Interested offerors are required to submit a proposal, offering to provide readiness coverage for the solicited items on the Attachment 1 spreadsheet. The offered/awarded quantity shall be called the TGC. Offerors shall offer both an inventory category and associated quantity for each product line item that they can support and are able to have available for delivery, as stated herein, as well as offering an applicable percentage fee(s). To maximize overall coverage of the required product line items and to ensure availability in support of contingency operations, the Government reserves the right to make one (1) or more award(s) against the solicitation. Responsible offerors that meet all the solicitation requirements and offer fair and reasonable pricing will be considered for an award. The solicitation will result in Fixed-Price, Indefinite Quantity Contract(s) with Economic Price Adjustment (EPA) language. Corporate Exigency Contract (CEC) awards establish long-term partnerships with contractors to provide surge, re-supply and sustainment capability. The CEC concept is designed to ensure that the industrial base is prepared to respond to the Services� increased needs in support of contingency operations. The contract term shall consist of one (1) base period, which may consist of a minimum nine (9) months and no greater than 15 months, with the option to extend the contract for each of nine (9), one (1) year option periods, and a final option period of nine (9) to 15 months. The total length of the contract will be 10 periods (120 months). Large businesses that submit an offer will be required to submit a Subcontracting Plan. All responsible sources must submit a proposal which shall be considered by the agency. Copies of the solicitation will not become available until the solicitation issue date. Copies will be made available on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil. From DIBBS homepage, select ""RFP/IFB/Other RFQs"" from the top toolbar. A search may be conducted on a number of data elements. Run search and choose the RFP you wish to view and download. RFPs are in portable document format (PDF). In order to access these documents, you will need to install latest version of Adobe Acrobat Reader. This software is available for free at http://www.adobe.com. The solicitation will not be made available through electronic data interchange (EDI). No hard copies of the solicitation will be available. This is NOT a Request for Proposal, Request for Quote or Invitation for Bid. The Government is in no way obligated to purchase any material as a result of this notice.
