- The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Teradyne, Inc, dba Avionics Interface Technologies, 2689 Commons Blvd Ste 201, Beavercreek, Ohio 45431-3822, for the Quad Channel 1553 Cards: CLIN 0001-P/N: PXle-1553-EF-4 Quad Channel 1553 on PXle QTY: 3 The contract will be executed by means of other than full and open competition, due to Teradyne, Inc, dba Avionics Interface Technologies, as they are original and only vendor with graphics generator that are currently used across the 445 TS/EWJN Team. This makes them the only vendor capable of providing the projectors needed because the 445 TS/EWJN teams need to keep congruence across all their simulators. The 445 TS/EWJN requires the projection and simulation equipment will not only always be functional, but it must be capable of supporting the advanced training and data collection needs of the pilot and engineering teams. To ensure simulations are realistic and provide training value, the equipment must be kept up to date. The authority permitting other than full and open competition is FAR 13.106-1(b)(1)(i) soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). It is recommended to obtain a solution to this requirement from Teradyne, Inc, dba Avionics Interface Technologies. The Quad Channel 1553 Card performance requirements rely on end-of-life hardware that is no longer supported by the manufacturer and affects the deployment of Information Security measures required by the system ATO. Upgrading the National Instruments hardware will ensure minimum impact to system availability for HITL lab mission support and enable the support of secure boot and allow software patches from the manufacturer. Teradyne, Inc, dba Avionics Interface Technologies offers long-term support included with the initial purchase of the products, which will help ensure that all Simulation equipment is reliable, and at the lowest system lifetime cost. The Government requests that initial feedback, comments and questions be submitted no later than two (2) calendar days from the date of this notice posted to www.beta.SAM.gov. In accordance with leeway permitted by FAR 13.105(b), all responsible sources may submit a capability statement, which shall be considered by the agency. The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
