IMPORTANT INFORMATION FOR INTERESTED PARTIES The Naval Air Systems Command (NAVAIRSYSCOM) Program Executive Office Unmanned Aviation and Strike Weapons PEO (U&W), Patuxent River, MD 20670, in support of Program Manager Strike Planning and Execution Systems (PMA-281), announces its its intent to broaden industry partnerships for current requirements for the Standardized Tester of Reprogrammable Munitions (STORM) Software (SW) & Hardware (HW) Development, Integration/Test Support, Production and Sustainment contract. THIS SPECIAL NOTICE IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. This Special Notice is a market research tool being used in accordance with Federal Acquisition Regulation (FAR) Subpart 5.205 to determine potential and eligible businesses capable of providing the services described herein prior to determining the method of acquisition and issuance of a solicitation. OBJECTIVE/BACKGROUND Originally, STORM was designated a Middle Tier Acquisition (MTA), section 804 program for a Minimum Viable Product (MVP) which delivered in Q4 FY24. STORM is now designated a Major Capability Acquisition ACAT-III program. INDUSTRY DAY NAVAIR hereby invites interested parties to participate in an in-person Industry Day event on September 16, 2025 from 0800 to 1100 EST. Attendance at Industry Day is limited to three (3) individuals per company. The location of the event is as follows: University System of Maryland Southern Maryland (USMSM) Center Hall 44219 Airport Road California, MD 20619 A General Session (unclassified) hosted by PMA-281, will present plans for current or future procurements to representatives from industry interested in providing products, supplies, and incidental services to support the Standardized Tester of Reprogrammable Munitions (STORM) contract. This contract will include software development, software and hardware integration & testing, integration support to weapon manufacturers and the manufacture of STORM unit hardware. The General Session will be followed by a Question and Answer (Q&A) session. 1100 marks the end of the Industry Day Event, but PMA-281 will allow interested businesses to schedule 20 minute One-on-One sessions with the PMA. TENTATIVE INDUSTRY DAY AGENDA (EST) 0800-0830 Check-in 0830-0845 Welcome / Opening Remarks 0845-0945 General Session/PMA-281 Presentation 0945-1045 Question and Answer 1100-1600 One on One Sessions.
