Description
Purchase, transportation, unloading, and placement with crane service of container needed to support storage of residual warehouse equipment. Please see Statement of Work for full details. Please submit all inquiries via email. Q&A: Q: Can we insulate the container at our shop and ship it insulated or will the insulated need to be done on site? A: Either Q: Should the container have one door or two doors? A: Should be a typical container with 2 doors. Q:Should it be the standard 8-foot height, or a 9-foot high cube? A: Eight feet is fine. Q: Does FEMA require the container to be ISO-certified (CSC plated), and must it be U.S.-manufactured, or are foreign-manufactured containers acceptable under Trade Agreements if they meet all specifications? A: FAR Clause 52.225-1 Buy American-Supplies applies to this solicitation Q: Could FEMA confirm that the delivery address is the FEMA Office Bunker, 35 Mosquito Point, Charlotte Amalie West, St. Thomas, USVI 00802, and clarify the exact placement point within the site? A: FEMA St. Thomas Bunker Site, 35 Mosquito Point-Grambokola Hill Drive, Charlotte Amalie West, St. Thomas, USVI 00802. Should be placed on existing foundation slab next to the white 20-foot container (exact coordinates are: 18.327140, -64.963416). Can be anchored to the existing concrete slab. Q: Can FEMA provide pictures or diagrams of the site, including where the container will be placed and the approximate crane distance from the bunker? A: Pictures have been attached to this solicitation Q: For insulation, is there a preferred R-value or thickness FEMA expects? A: Insulation should be AT LEAST R-4. Q: For the solar-powered ventilation system, is a specific brand/model required, or will any system that meets airflow requirements be acceptable? A: No. Q: What anchoring method is preferred at the site (e.g., concrete footings, hurricane tie-downs)? Will FEMA provide site condition information, or should the contractor assess onsite? A: The container will be placed on an existing concrete foundation slab. The container should be anchored directly to the slab. Hurricane tie-downs are acceptable. FEMA will provide information to the vendor of the site and/or the vendor can physically inspect the site. Q: Will FEMA require an in-person final inspection, or will a remote inspection (video/PowerPoint) be acceptable? A: Both. FEMA representatives have to escort the vendor onto the Bunker site. However, the PM will need to at least see video confirmation of the installation. Q: Can the vendor choose the most cost-effective mainland port of departure, or is a specific port required? A: It is up to the vendor to figure out their Quality Control Plan Q: Regarding duties and tariffs, are there any exemptions/clearances in place, or should contractors budget for full costs? A: It is the vendor�s responsibility to manage all customs and territorial requirements. If it benefits the project, vendor can announce this container is for FEMA. Q: For local road/oversize permits in St. Thomas, does FEMA already hold these, or must the contractor obtain them? A: FEMA has no permits. The container is not oversized. Vendor to arrange all necessary actions to get the container from port to the Bunker. Q: Will FEMA provide a cleared laydown area at Mosquito Point, or is site prep (grading/clearing) part of the contractor�s scope? A: There may be some minimal vegetation clearing at the edge of the foundation otherwise the site is clear and ready for placement of the container. Q: Must the Project Manager be based on-island, or can they operate remotely with local subcontractor support? A: The PM will be remote. Q: The period of performance is 120 days. Does FEMA expect completion sooner, or is the full timeline acceptable to allow for shipping and installation? A: 120 days is the maximum, FEMA expects completion sooner Q: For past performance evaluation, will FEMA accept subcontractor past performance if identified in the proposal? A: Yes.
