MODIFICATION?5 -?The purpose of this modification is to post the C3DO Draft Announcement for Partnership Proposal (AFPP). Potential Participants are invited to submit written comments and questions regarding all aspects of the draft AFPP, see additional information in the attached cover letter. It is each interested party�s responsibility to monitor the www.sam.gov website for the release of any subsequent solicitation.? ***************************** end of modification ***************************** MODIFICATION 4 - The purpose of this modification is to extend the registration due date/time for the C3DO Virtual Industry Day Conference to no later than 3:00pm Central on Friday, September 5, 2025. ***************************** end of modification ***************************** MODIFICATION 3 - The purpose of this modification is to provide registration information for the �C3DO Virtual Industry Day Conference� in support of the release of the CLD Draft Announcement for Proposal (AFP): NASA plans to hold the C3DO Industry Day as a public virtual forum with interested parties on September 8, 2025. NASA anticipates posting the Draft AFP and presentation charts on this website shortly before Industry Day to begin obtaining Industry�s feedback. Date: Monday, September 8, 2025 Time: 3:00 p.m. to 5:00 p.m. (Central) Virtual Link: Webex (or MS Teams) meeting invitation will be directly provided to attendees a few days prior to the event. Registration Interested parties are required to register by submitting a request to the following email address: JSC-C3DO-SAA@mail.nasa.gov with the subject line: �Registration for C3DO Industry Day (INSERT COMPANY NAME)�. Please submit only one registration request per company/entity no later than 8:30am Central on Thursday, September 4, 2025. Please include the following information in the registration request: Company/Entity Name: Point of Contact: name, position/title, email address and, phone number. List of people attending virtually by name and position/title Attendance Attendance at the virtual Conference is recommended by interested parties (potential Participants and business partners, international entities, etc.). However, attendance is neither required nor a prerequisite for proposal submission and will not be considered in the evaluation. NASA encourages interested parties to limit virtual attendees to a maximum of ten (10) people per company. Interested Parties should continue to monitor this C3DO website and www.SAM.gov notices for any changes to the date or time of the conference. Industry Feedback Industry feedback shall be submitted electronically via email to the Agreements Officer at JSC-C3DO-SAA@mail.nasa.gov no later than noon (Central) on September 12, 2025. Please reference �C3DO-Industry Day Feedback� in any response. Specifically, feedback is requested regarding the Draft AFP/Model Space Act Agreement (SAA) and overall strategy. Based on the feedback received, NASA may update/add clarifications in the form of Frequently Ask Questions (FAQ) in a non-attributable basis on www.SAM.gov. Information submitted in response to this notice which is marked as �Confidential Commercial or Financial Information� may be used by NASA in developing the CLD strategy. However, any specific confidential/proprietary information will be handled appropriately and will not be shared on www.SAM.gov. Agenda (tentative): Scope Goals Milestone Overview Legal Considerations Funding Profile Use of NASA Resources Proposal Content Schedule Q&A No audio or video recordings are permitted of the Industry Day Conference meeting. One-on-One meetings are currently not planned for this event. NASA will assess the need of these types of meetings in the future. You are notified that the following change is made: The Frequently Ask Questions (FAQ) document is added in the Attachments/Links section to help clarify the strategy approach: FAQ - CLD Directive Clarifications - 8_18_25.pdf""?? ***************************** end of modification ***************************** Background: As NASA plans for the retirement of the International Space Station at the end of the decade, the ability of private industry to take on the task of providing routine utilization of Low-Earth Orbit (LEO) and maintaining a continuous U.S. presence in space is of vital importance to both NASA and U.S. goals. In a multiphase strategy, the Lyndon B. Johnson Space Center�s (JSC) Commercial LEO Development Program (CLDP) is helping to spur the development of new LEO destinations and supporting systems from private industry. CLDP�s Revised Phase 2 Strategy - Directive Clarifications: CLDP is providing an industry update as NASA has determined that, rather than moving forward at this time with a firm fixed price contract for certification and services, NASA will continue to support U.S. industry�s design and demonstration of Commercial LEO Destinations (CLDs) with funded Space Act Agreements (SAAs) for the next phase. NASA remains committed to enabling sustainable development of commercially owned and operated LEO destinations under the National Aeronautics and Space Act (Space Act), 51 U.S.C. �� 20101-20164. Therefore, the attached presentation slides are provided to communicate the revised CLD�s Phase 2 strategy. See attached file: Commercial LEO Directive Clarifications 08142025.pdf.
