- The U.S. Embassy in Ecuador seeks to contract a firm to design and implement a dynamic multimedia campaign to elevate the market share of U.S. products in Ecuador, with a focus on promoting U.S. leadership in technology, including Artificial Intelligence (AI). The objective of this campaign is to increase awareness, preference, and trust in U.S. products and innovation, while strengthening U.S.-Ecuador trade relations. This project will be executed over a twelve-month period, including planning, implementation, and post-production stages. Due to the nature of the scope of work, the company will work closely with the Public Diplomacy Section (PDS) in developing the campaign narrative, selecting media partners, and designing activities. Service specifications will include: This diagnostic includes: Compensation for Project Director, Campaign Manager, Creative Director, Digital Media Specialists, and Event Coordinator. � All travel costs associated with the campaign, including airfare, lodging, and per diem for Ecuadorian media professionals and influencers traveling to the United States for on-site reporting on product factories and AI research centers. � Coordination and contracting of Ecuadorian journalists, media outlets, and vetted social media content creators to produce and promote authentic, high-impact multimedia content for Ecuadorian audiences. � Organization of one major campaign in Ecuador to promote U.S. products and tech innovation leadership. � Monitoring and evaluation of all project components. � A final report detailing campaign outcomes, audience engagement, and measurable shifts in awareness and/or perception, gather pre- and post-campaign feedback, including analysis of outcomes and recommendations for future initiatives. Period of Performance: The performance period will run for twelve months. Proposal presentation: Each offer must consist of the following: - Submit a portfolio of work from the last five years. The portfolio should include 3 to 4 similar projects. -List of clients over the past 5 years. -References Certificates (provide dates of contracts, places of performance, value of contracts, contact names, telephone and fax numbers and email addresses). Offerors are advised that the past performance information requested above may be discussed with the client�s contact person. In addition, the client�s contact person may be asked to comment on the offerors: Quality of services provided under the contract Compliance with contract terms and conditions. Effectiveness of management. Willingness to cooperate with and assist the customer in routine matters, and when confronted by unexpected difficulties; and Business integrity / business conduct. - Experience with multimedia campaigns. The contractor should have proven expertise in designing and implementing multimedia strategies (e.g., video, audio, graphics, and social media integration) and in incorporating interactive content into campaigns to maximize audience engagement. The U.S. Embassy intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. Your proposal must be submitted, by e-mail, to the Contracting Officer, at QuitoProcurement@state.gov before 4:00 p.m., local time, on September 18, 2025. No proposal will be accepted after this time. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 25MB. If the file size should exceed 25MB, the submission must be made in separate files and attached to separate emails with less than 25MB each. The technical and economic proposals must be submitted separately. Do not include pricing within the technical proposal. Failure to that may deem the offeror�s proposal to be considered non-responsive to the terms of this solicitation. Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at the time of proposal submission shall deem the offeror�s proposal to be considered non-responsive to the solicitation instructions and requirements and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
