Description
This is a SOURCES SOUGHT SYNOPSIS and is NOT a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business, HUBZone, 8(a), Service-Disabled Veteran Owned, and Women Owned Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers (USACE), Mobile District, anticipates a future Indefinite Delivery/Indefinite Quantity (IDIQ) procurement to acquire Architect-Engineer (AE) Services under individual task orders for Mobile District to support Survey and Mapping for Military, Civil and IIS Programs within the Mobile District Area of Responsibility (AOR). The work will primarily be located within Mobile District boundaries with possible worldwide operations for Customers such as the Joint Airborne Lidar Bathymetry Technical Center of Expertise (JALBTCX), Department of Defense, U.S. Army, U.S. Army Reserves, U.S. Army National Guard, U.S. Air Force, U.S. Navy, U.S. Marine Corps, and Defense Logistics Agency projects, USACE Federal military and civil works projects, Department of Homeland Security, National Institutes of Health, Centers of Disease Control, U.S. Fish and Wildlife Service, and other Federal agencies, and other locations or customers that may be assigned to the Mobile District, South Atlantic Division, U.S. Army Corps of Engineers. Required AE Services will provide a full range of comprehensive surveying and mapping support. The work will be for: GPS and conventional topographic surveying and mapping; Geodetic control surveying; Boundary surveying of private and public lands; Terrestrial laser scanning; Hydrographic surveying using single beam and multibeam systems on inland and coastal waterways; High accuracy dam deformation monitoring surveys; Aerial Imagery; and Airborne Light Detection and Ranging (LiDAR). At minimum, the selected firms must have, either in-house or through partner or sub-consultants, the following disciplines, with professional registration required where applicable: (1) Project Manager; (2) Professional Land Surveyors (PLS); (3) Party Chiefs; (4) CADD Specialist; (5) Photogrammetrist; (6) GIS Analyst; (7) GIS Developer; (8) Database Administrator; (9) Lidar Specialist. The anticipated total contract value is $99,000,000 and duration will be five (5) years. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 541370 with a Small Business Size Standard of no greater than $19,000,000 average annual receipts over five years. Responses are requested with the following information:1. Offerors name, address, points of contact with telephone numbers and email addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service-Disabled Veteran Owned, Woman Owned or 8(a) shall be indicated on first page of submission.3. Description of firms capability to provide the AE services with necessary personnel; capability to manage the disciplines; and capacity to execute at least four (4) task orders with minimum $2,000,000.00 value under this IDIQ simultaneously. 4. Past performance/experience on IDC contracts of similar scope and magnitude, describe no more than five (5) projects completed within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of the AE Services to demonstrate relevance to support Mobile District?s Survey and Mapping Program, the Offerors role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). Include the Prime Contractor?s name and a quantifiable amount (percentage) of the project your company contributed (as well as percentage of the project that a similarly situated subcontractor contributed) to the overall scope of work. Prime Contractor experience is required. The five (5) projects shall specifically address the following areas of emphasis and shall be presented in the order listed below: Project 1: USACE-wide National Coastal Mapping Program (NCMP) airborne topographic, bathymetric, and multi/hyper-spectral imagery mapping and data processing Project 2: USACE-wide program level GIS development support Project 3: Large area military installation boundary surveys no less than 25,000 acres in size Project 4: Large area military installation topographic surveys with short suspense dates (requiring simultaneous deployment of multiple survey crews) Project 5: Congested and complex subsurface utility location surveys with certified SUE Quality Level A and B requirements Include prior experience with subcontracting team. FAR 52.219-14 Limitations on Subcontracting will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Submittals are due no later than by 12:00 (Noon CST) on 26 September 2025. Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information. No award will result from this Sources Sought. This notice does not constitute any commitment by the Government. Limit response to eight (8) pages or less. Note 1: This is not a Request for Proposal, only a Request for Information. No award will result from this Sources Sought. Note 2: This sources sought synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Note 3: Large Businesses need not respond.
